It is my impression that this judge knew what happened in the beginning and set out the order for the Special Master according to current law. She must have thought long and hard if she was going to go up against the DOJ, and she did it by every law on the books.

According to my little knowledge of this esoteric law, she protected every party involved. After all she has to give everyone tge benefit of the doubt.
