They need an amendment to change constitutional procedures. It will end up litigated in SCOTUS when they kick votes back to the states in the next presidential election in an effort to prevent traditionally blue states from flipping.
Scotus will uphold that the VP can kick the delegation back to the state for review. Which is what Pence should have done.
Or they will decide that he can't and Trump (or whatever man is bad at the time) will be President.
Though, frankly, we are getting close to the point where we are going to have to realize that power exists to be used. If we refuse to use it, others will use it on our behalf. The discharge of power is a responsibility and a natural law. Power will be discharged, how so is the variable we can control. A decision to defer use of power grants it to the person with the will to claim it.
Right now, the democrat party is the only political entity willing to use power. Until we find the will to use power, we are allowing others to use it.
We always have the government we deserve. Which is, apparently, a sexually demented totalitarian hellscape.
Abandon the glorification and vindication of the slave. There is no truth but power, that is one thing they have right. Therefore, make sure you never run hapless against the powers of nature, nor abandon power to those whom would use it in a manner abhorrent to your morality. Divine judgment is upon those to stupid to comprehend reality and lacking will to stand and express power for all that is not enforced by nature.
