That is true. Pain is relative. Compared against the pain of a war-torn and bombarded nation reduced to primitive living conditions the current level of pain is merely annoying. Perhaps the WHs understand that significant portions of this populace must be annoyed before deciding to act. Unfortunate, but a factor to be considered when motivating populations.
