It can only be assumed that if the state legislatures radically wrote into law shit like, no voter ID, non citizens can vote, you can vote twice, vote for someone else or something as absurd, the congress could step in and correct it. But it does appear to be as you contend anon. In context, the Founders wrote the Consitution to be exercised and adhered to by the federal government made up of a moral people. I may have to take a look at the Federalist, anti-Federalist papers to see if this is addressed somewhere.
