I wouldn't want service/maintenance people all up on my roof every month if I had security concerns.

I'd have my military electrical contractors put all durable hardware in the mechanical room, with only a wire exiting the building out to the designated solar panel area. Then the panels could be installed/maintained by non military service men without dealing with constant major security concerns.
