I don't think so, based on my own reading. Seems CIA was always part of a global intelligence mechanism masquerading with a US flag, HQ'd out of …where really? Same echelon as any other "sovereign nation's" intelligence agency -except for Mossad, of course -who gets its marching orders from …who?
Why would the USA need to build it's own international intelligence apparatus if it already had one in the CIA? …and then another for the military.
So many questions.
