The bottom line is that until we can get a considerable number of Americans to understand that their rights do not originate from a constitution or a government, then we are going to continue to lose these battles. And this is only going to happen through education.
Idea on the Omnibus with Senate and House: see sample below, we can create a letter template for every voting citizen to give them our approval before all issues. This survey of our votes can be sent back by phone, online, email or fax to every senator and congress when voting on this monstrosity to of them, and ALL future laws, ie:

RE: Vote NO ON THE OMNIBUS
We the people know that you serving as a member of the Senate and the House, “Must have the consent of the governed” (every legal voting age US citizen) to pass any bill, law etc,and since you are bound by your constitutional oath, you are required to receive our consent before passing the Omnibus.
You are currently and all prior times in our nation, assumed you have the authority to what you want, you do not!
We the people are holding you to the precepts of the constitutional, and we DO NOT GIVE you CONSENT to pass this Omnibus into law or any future law, rule, budget etc.
We the people are demanding You Stand Down and vote NO on passing any portion of this budget. We the People are requiring each and every one of you before passing any law, budget, rule etc , to contact your constituents in a survey by online, phone, fax or by mail to get our Consent with a three week timeframe before any final vote, to receive our vote of yes or no. Further all surveys must be written in clear and understandable language to a high school education level.
We will not be ruled by your whims or desire, we demand you return to your constitutional duty of working on behalf and by consent of the voters.
