Dude laid out that someone with standing (group of citizens or candidate who lost) has to demand an investigation by the LEGISLATURE rather than the courts. If legislature doesn't do it within ten days, injured party must demand executive branch take action to enforce the law. If executive branch doesn't do their job, then you take all proof straight to the military.
