I agree to an extent.
I think this is a flailing, desperate attempt to shift the story - because their own reporting from years earlier blames bush for this same shit, and even when presented with the law and facts yesterday they just screech and it doesn't absorb. When this tactic inevitably doesn't do anything they will switch to their final tactic which is crashing the financial markets.
Honestly I've always thought the main reason that the plan was slow, was because of this primarily. Fail safes and other protections are needed for the markets - the economy is very important to POTUS.
