What is the point of Flynn constantly repeating that "there is no plan?"

It's not like admitting there is a plan would reveal anything of it. Neither would just not talking about it hurt any existing plan.

Why does he keep repeating "there is no plan?"

Is Flynn ignorant of it? Just doing his part in… what? Energizing those who follow him to "vote harder?"
