Between WWI and WWII , Gen George Marshall conducted a deep competency cleanse of the army. In the early WWII stages he was known to push the poor leaders out to the front to get killed or discredited and then keep bringing up new blood until the process of elimination produced some competency in battle field commanders.
This looks similar as Russia preps for WWIII.
