In the 80s, and I remember this distinctly after helping someone help people on the side of the road many times, there was a massively successful campaign to instill fear in the hearts and minds of people. This campaign was sinister, and ran on news cycles over and over until it took hold, and random acts of kindness on the side of the road disappeared.
A few criminals would have a car pulled over on the side of the road. Damsel in distress would get out, looking for help. Random passer-by decides to pull over to help, and that's where they were robbed at gunpoint; sometimes killed. The MSM ran stories like this, nonstop. Eventually, everyone would be warned not to pull over to help someone in need, or pick up hitchhikers. Why? Personal safety. "YOU MIGHT GET ROBBED!" they'd say. Why did they say this? Because the news told them so.
