I'm no constitutionfag, but as I understand now the 18th clause let the gov create a "bank" so it was "easier" to levy and collect taxes… 1st fed reserve, 2nd fed reserve…

 

Andrew Jackson vetoed the renewal of the bank charter in 1832 effectively ending the 2nd fed reserve citing his disagreement with A1, S8, C18.
