The Rivet Joint's modifications are primarily related to its on-board sensor suite, which allows the mission crew to detect, identify and geolocate signals throughout the electromagnetic spectrum. The mission crew can then forward gathered information in a variety of formats to a wide range of consumers via Rivet Joint's extensive communications suite. The interior seats more than 30 people, including the cockpit crew, electronic warfare officers, intelligence operators and in-flight maintenance technicians. The Rivet Joint fleet was re-engined with CFM-56 engines with an upgraded flight deck instrumentation and navigational systems to FAA/ICAO standards. These standards include conversion from analog readouts to a digital "glass cockpit" configuration. All Rivet Joint airframe and mission systems modifications are overseen by L-3 Communications (previously Raytheon), under the oversight of Air Force Materiel Command.

Elon Musk Meets With Speaker Kevin McCarthy on Capitol Hill

 

Elon Musk made a surprise visit to Capitol Hill on Thursday and met with House Speaker Kevin McCarthy. “He came to wish me a happy birthday,” said McCarthy, who turned 58 on Thursday. “We’ve been friends for years”

 

Asked if he had discussed the debt ceiling with the billionaire Twitter Inc. and Tesla Inc. chief executive officer, McCarthy responded “no.” He ignored other questions as he entered the House chamber to vote. Musk wasn’t immediately seen leaving McCarthy’s office suite on the second floor of the Capitol. On Twitter afterward, he said he had met with both the speaker and House Democratic Leader Hakeem Jeffries “to discuss ensuring that this platform is fair to both parties.” It was not clear where the encounter with Jeffries took place.

 

Jeffries’ office declined to comment on Musk’s tweet. Musk is a longtime McCarthy donor and urged voters last year to vote Republican. He attended a conference with McCarthy last year and recently tweeted his support for him to become speaker. McCarthy has joked about not being able to afford test driving a Tesla. Most of the Tesla drivers in Congress, however, are Democrats. Musk, who in 2020 announced that he had moved to Texas from California, has become more involved in politics over the past few years, and been critical President Joe Biden and Democrats, claiming last year that the president was beholden to organized labor and that the party was damaging his businesses.

 

Musk has also praised Florida Governor Ron DeSantis, a possible Republican presidential candidate in 2024, and predicted that he could defeat Biden, who rarely mentions Musk or Tesla when he discusses electric vehicles and the automobile industry.

IMF Weighs Ukraine Aid Package Worth Up to $16 Billion

 

The International Monetary Fund is exploring a multiyear aid package for Ukraine worth as much as $16 billion to help cover the country’s needs and provide a catalyst for more international funding while Kyiv tries to repel Russian forces, according to people familiar with the matter.

 

Whether the program is implemented hinges on a range of conditions, including endorsement from Group of Seven nations, and Ukraine’s donors and creditors ensuring the sustainability of the country’s debt, said the people.

 

The plan would also require changes to IMF lending rules so the fund could lend to the war-torn country, and the government in Kyiv would need to commit to a series of policies, on top of successfully completing a four-month non-cash IMF program approved last year, according to the people, who asked not to be identified because they’re not authorized to discuss the issues publicly.

 

If approved, the three- to four-year program — worth $14 billion to $16 billion total — will assume a disbursement of $5 billion to $7 billion in the first year, according to the people. There’s hope the plan will be agreed on by the end of March, with the first tranche coming as early as in April in the best-case scenario, they said. It’s also expected to help propel more financial support for the country from public and private creditors.

 

The IMF “remains closely engaged” with Ukraine, the fund said in a statement in response to questions from Bloomberg News, adding the cooperation “could pave the way toward a fully fledged program,” without elaborating on details such as the potential size of a loan.

 

Ukraine’s Finance Ministry declined to comment. In a separate statement on Thursday, the ministry expressed hopes for a “fully fledged” program with the fund that would include financing.

Obviously this does not include consumable parts such as brakes, belts, etc
