Jean-Pierre: This should be done without conditions. It is their basic job, congress, to lift the debt ceiling.
Jean-Pierre: In order to have long-lasting change [weakening the police], we have to have federal legislation. That is the way they we're going to be able to see a real difference in communities as it comes to police reform.
