Was the Emergencies Measures Act invoked on the basis of war instead of public order?

 

Legal opinion of Solicitor General was submitted to Public Inquiry but fully redacted. However one bit of text was not redacted: "s38" which may be from a citation of the War Emergency section of the statute.
