There are 2 confirmed, one here, one in Latin America. Rumors and pics of them on other continents as well. Not sure if those are current or not. In any case, these are being steered in specific directions. It could be moar than “surveillance”. Anon wonders if these balloons are being aligned to specific coordinates and then ….boom?

True, but that’s with the known dispersion capabilities at those altitudes. Who’s to say they haven’t developed something that could disperse effectively at high altitudes? Speculation is pretty much all we have right now.
