Not sure what the balloon may be looking for but this shows all active military bases along this route.

With the exception of Offutt AFB, Whiteman AFB, Fort Campbell and Fort Leonard Woo, most are benign and not much going on.

I did find it interesting to learn Fort Leonard Wood houses the US Army Chemical, Biological, Radiological and Nuclear School.
