So the IG Report is the damn breaking. Without proof that can be used in a legal system you have issues, so you use their report against them. Before hand, you slowly clean the rigged system before you release anything. Maybe it was even the good guys that kept delaying the report until everything was cleaned and maintained, missions can't always go according to plan 100%, time changes, dates move.

Clean the system enough to get the report out. Once the report is out you legally have a way to go after people. Once you go after those few people in the report, that will lead to bigger fish to fry and more revelations and eventually, what started as an innocent report, becomes a snowball effect that crushes everything in it's path.
