Just a thought about containing toxic hazards. Instead of burning them off or using other means we could just use mother nature's natural transmutation called earth. If we could quickly cover these disasters with earth it could.

3. Used as dust could reduce toxic clouds too

We could quickly get various heavy equipment into place that could

1. Transport

2. Spread

3. Cast and project to distances and hard to reach areas

We could also use aerial: airplanes, helicopters, and drones to target sites. The earth is able to transmute most chemicals for containment quite efficiently and with less side effects of most other more expensive and potentially harmful methods.
