This is a very good idea and most counties have National Guard units that could be rapidly deployed to address these kinds of catastrophic situations. Think about it, every town has multiple dump trucks, plows, stone conveyor belts, etc… capable of carrying enough dirt to cover most of these situations. Add aerial support and we should be able to quash any situation within a few hours.
