If not trained in election law, then of course election fraud will not be found.
If we start an initiative to train law enforcement on election law but they refuse, did we find a nest of fraud?
How much pushback would we get if we tried to train law enforcement on election law?
Any initiative put forth will be a target of election criminals.
They will try to get ahead of the situation to control it to their benefit as in most situations of criminal activity.
