Will those be American “tanks parked on Moscow’s Red Square”? If so, will we not be at war with Russia as of that moment, if not substantially before then? Have we forgotten that Russia has nukes?

I’m not saying that the United States must never, ever challenge a nuclear-armed adversary. But it would be foolish to ignore the fact that any steps in that direction—especially with this particular adversary—can escalate quickly.

If—contrary to my hope, belief, and expectation—we’re ready to go to war with Russia, we should say so boldly, through a declaration of war passed by Congress.

If you want war with Russia, tell your senators and representatives either to propose or support a declaration of war, and ask that it be considered by Congress immediately. If you don’t want war with Russia, tell your senators and representatives to oppose such measures.

But whether you want war with Russia or not—or even if you’re undecided—please tell your senators and representatives NOT to let us get drawn into war through a passive-aggressive pattern of executive action followed by legislative inaction.
