Russia almost certainly will not allow American cruise missiles to based on it's border; anymore than we would allow Russia or Chinese cruise missiles (all nuclear capable) to be based in Canada, Mexico, or the Bahamas. This would provoke direct action bypassing the proxies. Allowing existential threats is called losing in advance.
