ICC issues ‘arrest warrant’ for Putin

Russia is one of many countries that do not recognize the Hague-based institution

The Pre-trial Chamber of the International Criminal Court (ICC) issued warrants on Friday for the arrest of Russian President Vladimir Putin and Maria Lvova-Belova, the presidential commissioner for children’s rights.

The Hague-based tribunal is not recognized by Moscow, and the move has no legal validity in Russia. The US also does not recognize the body, which has been accused of being Eurocentric and biased towards the West.

The Russian Foreign Ministry immediately dismissed the announcement. “The decisions of the International Criminal Court do not matter to our country, including from a legal point of view,” spokeswoman Maria Zakharova wrote on Telegram.

“We consider the very premise outrageous and unacceptable,” Kremlin spokesman Dmitry Peskov said. “Russia, like many other states, does not recognize the jurisdiction of this court. Accordingly, any of its pronouncements are null and void to the Russian Federation from the legal standpoint.” Senator Andrey Klishas, a senior member of the ruling United Russia party, called the announcement “absurd,” saying the ICC is putting itself on the road to self-destruction.

The ICC alleged that Putin and Lvova-Belova engaged in the “unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation.”

Thousands ofresidents of Donetsk, Lugansk, Zaporozhye, and Kherson– four regions that overwhelmingly voted to join Russia last September – have been evacuated to the interior of Russiadue the deliberate shelling of civiliansby Ukrainian forces, often using NATO-supplied weapons.

The court claims that Putin and Lvova-Belova bear individual and command responsibility for the alleged crime under several articles of its establishing treaty, the Rome Statute. As Zakharova noted, however, Russia never ratified the statute and is not under the ICC’s jurisdiction.

Neither is the US, which has championed Ukraine’s claims of Russian “war crimes.” The US Congress adopted a law in 2002 prohibiting any Americans from cooperating with the ICC, or extradition of US citizens for trial there. The American Service-Members’ Protection Act (also known as The Hague Invasion Act), also authorized “all means necessary and appropriate” to release any detained Americans – or their allies – from the Hague. The ICC was modeled after the ad-hoc tribunal for war crimes in the former Yugoslavia (ICTY), which relied on NATO countries to fund its investigations and trials, and enforce its warrants and verdicts.

Kremlin dismisses ‘outrageous’ ICC claims

The Hague-based body has no authority in Russia, spokesman points out

Moscow is under no obligation to acknowledge the “arrest warrant” for President Vladimir Putin announced by the International Criminal Court on Friday, Kremlin spokesman Dmitry Peskov has said.

“We consider the very premise outrageous and unacceptable,” Peskov told reporters when asked about the warrant for purported war crimes. “Russia, like many other states, does not recognize the jurisdiction of this court. Accordingly, the Russian Federation considers any of its pronouncements null and void from the legal standpoint.”

The ICC on Friday issued warrants for the arrest of Putin and Russia’s Children’s Ombudsman Maria Lvova-Belova, accusing them of “unlawful transfer” of children from Ukraine to Russia. They claim Putin and Lvova-Belova bear both individual and command responsibility for the alleged war crime.

The Russian authorities have evacuated thousands of residents from Donetsk, Lugansk, Zaporozhye and Kherson – four regions that overwhelmingly voted to join Russia last September – to the interior, due the deliberate shelling of civilians by Ukrainian forces, often using NATO-supplied weapons.

Neither Russia nor Ukraine have ratified the Rome Statute that established the ICC. The US, which underwrote the tribunals for Yugoslavia and Rwanda on which the ICC was based, adopted a law authorizing a military invasion of the Netherlands if any American is ever detained by the court.

Western banking crisis cannot spread to Russia – central bank

There will not be a direct impact on the country’s financial sector, Elvira Nabiullina says

The unfolding banking crisis in the US is increasing the risks for the global economy, but cannot directly affect Russia, according to the head of Russia’s central bank, Elvira Nabiullina.

Moscow earlier said that the Western sanctions and the resulting disconnection from the international financial system has turned out to be “a blessing in disguise” for Russia.

“In assessing external conditions, I cannot but comment on the current situation in the banking system of the United States and Europe,” Nabiullina said at a press conference on Friday. “There is no direct impact on the Russian financial system, but this new factor on its own adds uncertainty about the future trajectory of the global economy.”

According to Nabiullina, the recent events exacerbate the problem for Western central banks of finding a balance between continuing to pursue monetary policy objectives and managing risks to the financial system. “On the one hand, we see the vulnerability of the financial sector to interest rate and other risks.

On the other hand, the current inflationary pressure remains elevated. In combination, this situation may increase the risks… of a recession in the global economy, despite the strong data that we have seen recently,” she explained.

She added that for Russia, the slowdown in the global economy could mean lower demand for the country’s exports, which would add inflationary pressure.

Biden to McCarthy: We can 'change this direction, the extremes … both our parties are pushing'

House Speaker Kevin McCarthy told President Biden he strives for the relationship GOP President Ronald Reagan had with Democrat Speaker Tip O'Neill.

By Nicholas Ballasy

Updated: March 17, 2023 - 2:45pm

President Joe Biden said Friday that he and House Speaker Kevin McCarthy could work together to "change this direction, the extremes" in which their respective political parties are heading.

Biden made the comments at the Friends of Ireland luncheon on Capitol Hill after McCarthy told him that he strives for the relationship former GOP President Ronald Reagan had with former Democrat House Speaker Tip O'Neill.

Alluding to his and Biden's negotiations over raising the debt limit, McCarthy pointed out Reagan and O'Neill worked together on fiscal policy and other issues.

"To President Biden, from one Irish-American to another, I want to strive every day to live up to the example of President Reagan and Tip O'Neill,"

McCarthy said at the luncheon. "Our positions may be reversed, but our goals can be the same when we put this country first. I've watched an Irish heritage create bonds." (liar)

McCarthy citied his relationship with former Democrat Rep. Joe Kennedy, who is now the United States special envoy for Northern Ireland.

The California Republican also said some people are saying a "clash is brewing" between him and Biden that Ireland Prime Minister Leo Varadkar, who also attended the luncheon, might be able to settle it.

"Which one us is more Irish?" McCarthy asked Varadkar.

Biden said he agreed with McCarthy, saying, "there's no reason why we can't find common ground."

In Biden's remarks, he told McCarthy there's "no reason why we can't hope to change this direction the extremes in both our parties are pushing, it's important. I think it's really important and that's the power of friendship.

"I think it's the power and strength of our partnership if we work at it."

Biden said he takes pride in his Irish heritage and recalled visiting Ireland to find his family members.

"There are so many and they actually weren't in jail," he said, jokingly.

"But all kidding aside, I met the Blewitts and the Finnegans." (When he says “add kidding aside”, “that not a joke”, it’s his tell, he’s lying again)

Michigan builder-contractor group sues National Labor Relations Board counsel over First Amendment

The suit argues the NLRB lawyer is on a "personal campaign" to transform federal labor law under the agency to favor unions and to disfavor employers. (Biden funded by unions, Biden assigns a person to attack employers! That's it.)

By Scott McClallen Updated: March 17, 2023 - 11:58am

A Michigan trade association is suing the National Labor Relations Board's general counsel over allegedly threatening to violate employer free-speech rights.

The Associated Builders and Contractors of Michigan lawsuit argues NLRB general counsel and prosecutor Jennifer Abruzzo, would abrogate employer First Amendment rights by using her authority to change longstanding precedentto favor unions.

The Chicago-based nonprofit Liberty Justice Center filed the lawsuit Thursday in the U.S. District Court for the Western District of Michigan, on behalf of ABC.

AfterAbruzzo was appointed by President Bidenon July 21, 2021, she issued a public memorandum announcing that she would urge the board to correct its longstanding precedent that allowed business owners to speak to their employees about unionization. The lawsuit states Abruzzo "has embarked on a personal campaign to transform federal labor law under the National Labor Relations Act to favor unions, and to disfavor employers."

Bloomberg News reportsAbruzzo targeted 53 issues for changesin precedent in a memorandum after winning Senate confirmation.

The lawsuit says Abruzzo’s public threat of prosecution violates the First Amendment Free Speech Clause, which prohibits government officials from making threats intended as a censorship scheme to quell speech.

As general counsel, Abruzzo is authorized to impartially investigate and prosecute once a charge is filed. She’s not authorized to file a chargealleging an unfair labor practice against an employer or a union.

The NLRB declined to comment for this story. The lawsuit claims that

Abruzzo's memo is an attempt to coerce employers into avoiding conversations on union representation with their employees by threatening legal action if these discussions take place during mandatory meetings. So nowemployers must refrain from discussing their opinions on unionswith their own employees in these settings if they wish to avoid legal consequences.

"Every single day 88% of Michigan’s builders and contractors go to work employing over 75,000 skilled trades workers and their families," said ABC Michigan CEO and President Jimmy Greene. "Working in a competitive environment means that we depend on a fair and non-biased National Labor Relations Board. To date, ABC Michigan sees little to nothing that would give our members confidence in that expectation."

The First Amendment protects the right of unions, workers, and business owners to discuss the pros and cons of unionizing workers at a business. A union has a right to argue its case for unionizing to a businesses’ employees, employees have the right to discuss it among themselves, and their employer has the right to tell employees why a union might not be beneficial.

"Courts have made it clear that when a government official’s speech is not an attempt to convince but an attempt to coerce, then that official has crossed the line into threatening behavior," LJC senior attorney Buck Dougherty said in a statement. “And the Supreme Court held many years ago in its Bantam Books decision that a threat of prosecution designed as a censorship scheme violates the First Amendment."

Bill would ban sale of 90% of firearms in Washington, gun group warns

By TJ Martinell

Updated: March 16, 2023 - 11:00pm

The Washington Senate Law & Justice Committee is scheduled to vote next week on House Bill 1240 creating a state definition of “assault weapon,” which the Gun Owners of America, or GOA, says would apply to most firearms.

One of the reasons is due to the definition of assault weapons in the bill.

Although the bill specifically lists 62 rifles by name "regardless of which company produced and manufactured the firearm," the ban also applies to any semi-automatic rifle with a barrel length less than 30 inches. The gun barrel is the section of a firearm between the action and the muzzle.

Because of this and other firearm restrictions in the bill, GOA Regional Director Monte Bowen told The Center Square that an estimated 90% of firearms would be illegal to sell and purchase. Due to the bill's grandfather clause, it would also be eventually illegal to own them.

"The bottom story is they don’t want guns in the state of Washington," he said. "Their whole motive is to disarm everybody from any weapon they want to have."

The bill’s intent language states that all weapons that fall underneath the definition of “assault weapons” are “like M-16s, thus are ‘weapons most useful in military service.'”

Speaking on March 8 during debate over HB 1240, Rep. Joel McEntire, R-Cathlamet said to colleagues on the House floor “what does it mean to be ‘like’ an M-16?” A military veteran, McEntire added that “there’s nothing in here that gives a strict definition. It is a rat’s nest of interpretation.”

Bowen said that “the thing people don’t realize is…the real definition of an assault in the military is a fully automatic weapon. We can’t even own those weapons, but their law [HB 1240] goes into so much more. The way they wrote it up, it even gets into commonly used hunting rifles. Most hunting rifles, most of your sporting rifles are 26 inches [barrel length] and down.”

According to Rifle Shooter magazine, most rifles are between 21-24 inches, and anything longer than 26 inches is “uncommon.” The bill's definition of "assault weapon" includes rifles with the capacity to use a magazine with 10 or more rounds, regardless of caliber size. HB 1240 also prohibits pistols with a threaded barrel that allows for the use of a suppressor, also regardless of caliber size.

The bill’s intent section states that “assault weapons are not commonly used in self-defense and that any proliferation is not the result of the assault weapon being well-suited for self-defense, hunting, or sporting purposes.”

However, Rep. Dan Griffey, R-Allyn, told colleagues during the March 8 House floor debate that statement “is factually inaccurate. They’re very used in sporting activities. Many of the weapons on that list are very well suited as hunting rifles.”

While the bill’s intent section says that “gun violence is a threat to the public health and safety of Washingtonians,” rifles are used in a fraction of murders in Washington state. According to data from the Washington Association for Sheriffs and Police Chiefs, between 2015-2021 there were 1,593 murders.

Of those, just 20 or 1% were committed with a rifle. Fists and feet were used to kill 108 or 6.7% of victims. The most used weapon was a handgun, which was used in 415 or 28% of murders.

On average, almost half (48%) of murders occurred at a residence, and 61% of victims were known by the perpetrator. The proposed law would alsoprohibit a wide of variety of gun accessories, including a thumbhole stock, an open section of a rifle butt that allows the user better grip.

Other accessories prohibited include: folding stock, recoil compensator, a shroud to shield the user’s hand from barrel heat, and a grip that is “conspicuously beneath the action of the weapon.”"The Supreme Court is going to have to pull the trigger and make an example," Bowen said. The state Senate Law & Justice Committee is scheduled to vote on the bill on March 23.

China has been touting the relationship its officials have with Los Angeles Democrat Mayor Karen Bass, a former U.S. House Foreign Affairs Committee member.

Before she was elected mayor, Chinese media in July wrote about how Bass met with Chinese entrepreneurs. Photos show her posing at the time with an entrepreneur holding a sign for "Asian Pacific Islander American Public Affairs," thesame organization in which suspected Chinese spy Fang Fangstarted as a college student, then rose through the ranks to gain access to California political circles.

Shortly before Los Angeles' 2022 mayoral election, in September, another Chinese news website published an article with the translated title, "Heavyweight elected officials endorse Los Angeles mayoral candidate Bass [in] visit [to] Chinatown." The article detailed Bass's endorsements from prominent figures in the Chinese community.

WhenBass was inauguratedin December, the Chinese consulate general in Los Angeles announced thatConsulate General Zhang Ping and his wifewere invited to attend the ceremony.

The Chinese government website features a photo of the diplomat and his wife posing with Bass.

Most recently, Lin Songtian, member of the Chinese Communist Party's advisory body and president of the Chinese People's Association for Friendship with Foreign Countries, a State Department designated CPP mission, met with Bass.

In an interview with the Myanmar China Network earlier this month, Lin shared photos from his meeting last month with Bass' office.

Republicans slam DHS fee hikes on farmers to finance asylum system

Republican lawmakers, led by Sen. Marsha Blackburn (R-Tenn.), wrote to Sec. Mayorkas, demanding he cancel the fee increases.

By Ben Whedon

Updated: March 15, 2023 - 3:09pm

A group of Republican lawmakers on Tuesday called out the Department of Homeland Security for increasing the fees businesses must pay to bring in migrant workers, which they say makes Americans pay for on ongoing migration surge at the southern border.

The DHS-mandated fee hikes double the existing costs in some instances and furtherimpose a $600-per-visa surcharge, the Washington Times reported. That fee in particular, will reportedly be used to help finance the nation's strained asylum system, which has struggled to handle the influx of asylum seekers arriving at the border.

DHS Secretary Alejandro Mayorkas in January indicated that the fees were an effort to boost funding to U.S. Citizenship and Immigration Services, the outlet noted. (DHS gives 100s of millions to the NGO’s like Catholic Charities to traffic people in the US, but Citizen business owners have to pay for the

DHS system?)

Republican lawmakers, led by Sen. Marsha Blackburn, R-Tenn., wrote to Mayorkas, demanding he cancel the fee increases.

"Instead of penalizing employers for this administration’s manufactured border crisis, DHS should focus its efforts on instituting commonsense policies to stem the influx of migrants overwhelming our immigration system," they wrote, per the Times. "We are deeply disappointed that the Biden administration continues to reward illegal entry into this country, especially at the expense of hardworking entrepreneurs and farmers who are operating within the legal parameters of the immigration system."

Mayorkas himself has been the object of Republican criticism for years now, with many GOP detractors pointing to his policies as spurring the ongoing rush of migrants to the border. Many have floated his resignation.

Roughly 2.4 million migrants entered the U.S. in fiscal year 2022 alone, with more than 4 million doing so since President Joe Biden took office.
