The 45 delta may have been referring to the WHO. 8:10am that day, so the WHEN works too.
Using MONTH:MINUTE, it's 3:10 (Oct 30). It's 25 days after the window opens and 20 days prior to it shutting. 20/25 reinforces "45" (and year #47 would take office?) concept and matches the year 2017 aswell.
The 10/30 originally implied was 11:22pm on the clock (before we were told it started on 12/7). JFK kill-date expressed as a time. 22=10pm. 11/22/22 was 59th anniversary. 32:09 (3/20) makes a "59". I'm gonna stop—a milliion ways to look at this stuff.
