GIMP is free… I never spent enough time with it to get the hang of it. Complex-ish.
I use Mac free progs: ProPaint and PixelStyle Photo Editor, which are nearly identical. No magic bullet substitute for LOTS of practice, triala nd error, I've found, if ya wanna get any good.
