Perhaps, or perhaps they are truly seeking understanding. Jesus spoke in parables and often in ways that take real reflection and pondering.
Just as we have different sized and shaped netting specific to breeds of fish we are trying to catch, so Jesus's words were tailored to catch those who 'matched'.
Toss out a net made for orca and you'll have tuna slip right through. Is that a failing of the net? Not at all, it's doing it's job as intended, the other fish are simply too small.
Toss out a net meant for minnows and an orca will simply swim through it as if it weren't even there. Again, the net didn't fail its task, it simply wasn't meant to catch something that large.
Jesus's words were meant to catch people who were open to new ideas and who hadn't grown to a point spiritually that they would instinctively "know" him.
