A major federal agency is keeping its COVID-19 vaccine mandate in place even as most agencies are ending their vaccination requirements.
The Department of Veterans Affairs (VA) is retaining its mandate, Secretary Denis McDonough said in a message to employees reviewed by The Epoch Times.
The White House’s announcement that many mandates are ending “will not impact” the VA, McDonough said. “To ensure the safety of Veterans and our colleagues, VA health care personnel will still be required to be vaccinated at this time,” he told workers.
“As we transition to this new phase of our response to the pandemic, the vaccine (including booster shots) remains the best way to protect you, your families, your colleagues, and Veterans from COVID-19.”
A VA spokesperson declined to provide any data consulted when choosing to keep the mandate in place.
The VA’s website claims that vaccines “help protect you from getting severe illness” and “offer good protection against most COVID-19 variants,” pointing in part to observational data from the U.S. Centers for Disease Control and Prevention (CDC) that indicate the vaccines provide poor protection against symptomatic infection and transient shielding against hospitalization.
No clinical trial efficacy data has been made public for updated shots from Moderna and Pfizer, and none of the vaccines prevent infection or transmission.
The VA is the second-largest federal agency, employing nearly 400,000 people.
The VA was the first U.S. agency to mandate vaccination for its workers.
“We’re mandating vaccines for Title 38 employees because it’s the best way to keep veterans safe, especially as the Delta variant spreads across the country,” McDonough, an appointee of President Joe Biden, said in a statement on July 26, 2021.
The mandate was later expanded to most Veterans Health Administration employees and volunteers. It covers personnel such as psychologists, pharmacists, housekeepers, social workers, volunteers, and contractors.
“Effectively, this means that any Veterans Health Administration (VHA) employee, volunteer, or contractor who works in VHA facilities, visits VHA facilities, or provides direct care to those we serve will still be subject to the vaccine requirement at this time,” McDonough said on Monday.
The mandate does not cover employees deemed to be VA health care personnel.
Mandates imposed by two other agencies, the National Institutes of Health (NIH) and the Indian Health Service, are also remaining in place while the agencies review the requirements, the Biden administration said.
The NIH did not return requests for comment, and the health service declined to provide more details.

A man who 'threw shotgun cartridges' into the grounds of Buckingham Palace was arrested on suspicion of possessing a weapon.
Met Police detained the man at around 7pm today after he approached the gates of the palace in central London as Coronation rehearsals took place.
Witnesses said the man, believed to be in his 30s, was seen throwing a 'number of items' in the residence grounds before he was arrested and detained. Police later carried out a controlled explosion on a suspicious bag as a precaution.
A witness told The Sun that the suspect had stationed himself outside the palace over the 'last few nights' and was heard shouting: 'I'm going to kill the King.'
Police say they are not currently treating the incident as terror-related. It is understood it is being treated as an isolated mental health incident.
Buckingham Palace confirmed the King and Queen were not in residence when the incident occurred. But a Royal spokesperson would not answer whether any other relatives or family members were there when it unfolded.
Police cordoned off the area outside the palace after the suspect began targeting the royal residence.
Met Police chief superintendent Joseph McDonald said officers 'worked immediately to detain the man' - who is currently in custody.
A witness alleged that officers 'jumped' on the man 'as soon as he placed the bag on the ground'.
'They were shouting at him "get down on the floor,"' the witness told The Sun, adding that it was 'astonishing' that the man was even able to get that close to the Palace with the Coronation just days away.
Royal super fans who are camped along The Mall told MailOnline they were shocked after the 'big bang' from the controlled explosion went off at Buckingham Palace.
While none saw the incident, many remarked they had heard a bang that sounded like a 'gunshot' as authorities detonated the suspected shotgun cartridges thrown over the fence.

Sir David Attenborough has been named as the top choice to represent Earth in contact with aliens.
The legendary wildlife expert and broadcaster topped a study of 2,000 British adults to have the honour of representing the planet in the hypothetical scenario of aliens inviting the human race to join the Galactic Federation – a supposed alliance of extraterrestrial civilisations within the Milky Way.
Professor Brian Cox and former US president Barack Obama were ranked second and third in the poll respectively.
Former UK Prime Minister Boris Johnson, environmental activist Greta Thunberg, survival expert Bear Grylls and Hollywood star Dwayne 'The Rock' Johnson were also included as top choices to represent Earth in contact with the little green men.
Additionally, Twitter chief Elon Musk, comedian Ricky Gervais and actor Will Smith have been selected to represent the best of humanity.
Nick Pope, who investigated UFOs for the Ministry of Defence, said: "Once again, Sir David Attenborough has been selected as representing the very best of humanity.
"He's spent his life exploring and showcasing the furthest reaches of Planet Earth, so it's no surprise he's topped the poll for who'd be best to make first contact with ETs."
The research was commissioned by National Geographic ahead of the launch of the new documentary series 'UFO's: Investigating the Unknown', which premieres on the channel on Tuesday (02.05.23).
