That meme is very anti-Semitic.
Ukraine is not a Nazi regime, it's a Jewish regime. Jews in Ukraine have simply hijacked Nazi symbology in order to convince misguided Ukrainians to die for Jewish interests. Even the Israel first Jewish supremacist ADL is OK with the Ukrainian fake Nazis because "they don't attack Jews":
