They should hang their heads in fucking shame, it's apparent the woman probably grazed her leg after she got got tangled in their leads, she didn't need hospital and the dog didn't need a vet.. They overreacted but will not face charges, if those dogs had of kicked off the woman and dog would've been almost certainly dead..
The owners also an idiot if he didn't listen to orders to stop..
