Doesn't sound like a sonic boom to me. I used to hear the SR-71 boom once in a while. Been a looong time though.

could be but I'm not familiar with the recording location vs crash location and distances involved. Wind, even a breeze can cause sound to be seem louder or quieter
Did they scramble fighters the first time it overflew DC? If so, there was no need to be supersonic on the return flight over DC. Something don't add up.
