They lock in at night and EVERYBODY SLEEPS, INCLUDING SUPERVISORS.

They DISABLE (some) cameras INTENTIONALLY, or FAIL TO REPORT cameras that are not working properly, so that they can get away with misconduct (NOT just "sleeping on the job", either).

At the end of their shifts, they fill out their logbooks, stating that they carried out their duties, at the specified times (an old-school schoolteacher would be able to tell that it was all written at the same time).

MOST of the time they get away with it.

The few times that something goes wrong are usually covered up.

The rare few that can't be covered up typically end up with minimal disciplinary action to the "lowest man on the totem pole" (seldom do any get fired or charged criminally).

 

There is little to no ACCOUNTABILITY.
