I've long thought that actor Joe and others, are retired military that were brought back from retirement to fulfill certain roles. I always wonder what Obama and other WH visitors think and say when the go to visit ol PEDO Joe and realize he's not really Pedo Joe.
We are under military occupancy. The three branches of the govt are under COG and subordinate to the military. Unless actor Joe is a deep state actor, which I doubt, then his performance is under the auspices of the US military and no where even close to being illegal.

We are at war. Trump set it all up while in office. He is the President in exile just like the Phillipine President during WWII but he has farmed out the job of President to an actor. Likely a retired former officer recalled to active duty.
Trump is fulfilling the role of Commander in Chief and a COG shadow government is keeping the lights and basic services on. The military is running the whole show.

I should add that I think the military stepped in before Trump even took office but they needed a true President to put many COG directives, EO's and other things in place to get the job done by the book and to keep everything looking as normal as possible so as to not spook the herd. The military prolly 'unrigged' the 2016 election by just enough to allow real votes for Trump to be counted and win.
