Anon has a valid point here, not deflection. There is a difference between people who have been entrusted into a position of authority and those who have not.

 

Anyone in a position of authority is held to higher standards, etc. and is sworn to uphold those standards and therefore are "complicit". An average citizen (like me) has no power or authority whatsoever so how can I, for example, be as guilty as a police officer who "knowingly" enforces something that is wrong?
