The article supports the ID of person in photo:
"Hassan Chandio self-employed financial consultant living in Armonk in Westchester County of New York. Obama visited Pakistan in 1981, but he also attended high-level meetings with Obama and Obama’s host, Muhammed Hasan Chandio, as well as other dignitaries of the Pakistani government. The Chandio family, evidently, were large landowners in the region that Obama visited and appeared to have great political influence in the country. From what we learned from a few sources, one of the Chandios is a financial consultant in New York and purportedly a donor to Obama’s campaign."
Just the photo alone, traveling with a college friend, appears as though he is an international student.
Interesting about Obama possibly speaking Russian - it might just be enough skill to get by with platitudes but not negotiate. He speaks "simple sentences" in English so he might do the same in other languages. Maybe all he is ever saying is yes or no.
Possibly the Russians knew something and they were monitoring Obama.
Tried briefly to search for Hassan Chandio in NY but it might be more work - common name and could be he is scrubbed
