Ukrainian tanks fueled by Russian oil – German media

Kiev is “entirely dependent” on imports by now, Handelsblatt has reported

 

Ukraine uses Russian oil refined in Hungary and Türkiye to power its Western-supplied tanks and diesel generators, the German newspaper Handelsblatt reported on Monday.

 

Hungary’s oil and gas giant MOL has “doubled its sales to Ukraine in the past six months,” the business daily noted, citing Ukrainian customs officials. “Since MOL sources a large proportion of oil from Russia, Ukraine’s war machine should now be primarily fueled with it,” Handelsblatt concluded.

 

Though Hungary is a member of the EU, Budapest has secured a special waiver on importing crude oil from Russia via pipelines. Thereby unaffected by the bloc’s sanctions against Moscow, MOL can offer Kiev lower prices on refined petroleum products than many EU companies, who are losing market share in Ukraine as a result, according to the German outlet.

 

Prior to the current hostilities, Ukraine was able to cover about 30% of domestic needs with the Kremenchug refinery in the Poltava Region, which processed imports from Azerbaijan. It was reported “severely damaged” by Russian missile strikes in April 2022, and has managed to restore only limited capacity by now.

 

Even though Kiev depends entirely on outside imports, there are no fuel shortages in Ukraine, Handelsblatt noted. Even with the increased consumption by NATO-supplied tanks and armored vehicles, there seems to be plenty of diesel for generators the West sent last winter, to compensate for power disruptions due to Russian strikes on the electricity grid.

 

“Fuel deliveries are mainly made by rail via Poland,” Michal Paszkowski, an analyst at the Institute of Central Europe (IES) in Lublin, told the German newspaper. “The fuel comes from Slovakia and Hungary by pipeline, while from Romania the diesel is first shipped and then transported by rail.”

 

Last December, the US and its G7 allies established a price cap on Russian oil, prohibiting shipping and insurance companies from handling the cargo unless it is sold at or below $60 a barrel. Similar restrictions were introduced in February for Russian petroleum products.

 

Moscow has responded by outlawing the sale of oil and refined products to anyone who complies with the price cap and by halting the use of US dollars in oil sales. OPEC+ countries have ignored Washington’s pleas to compensate by increasing production.

Zelensky slams EU neighbors over grain exports

 

Keeping the ban on Ukrainian goods would be “un-European,” the country's president has declared

 

Eastern European nations that intend to preserve the current ban on imports of grain from Ukraine are violating the EU’s values, Ukrainian President Vladimir Zelensky has claimed.

 

The ban was imposed by the European Commission in May under pressure from Poland, Hungary, Slovakia, Romania, and Bulgaria, whichwere seeking to protect local farmers from Ukrainian competition. In a video address on Monday, Zelensky urged Brussels to let the restriction expire on September 15.

 

Any extension of the measure would be “unacceptable and obviously un-European,”the president declared. The EU is capable of “acting more rationally than closing this or that border for this or that good,” Zelensky said. Kiev wants a solution that “would correspond to the spirit of our Europe,” he added.

 

While Ukraine is not part of the EU it claims to share the bloc's values. Zelensky made the remarks following a government meeting on agricultural trade.

 

The EU initially lifted tariffs and quotas for Ukrainian exports in a bid to support the country in its armed conflict with Russia. However, the cheaper foodstuffs that flooded the bloc’s common market sent prices tumbling and caused mass protests by farmers in Eastern Europe. The five nations imposed unilateral restrictions before Brussels ended up conceding to their demands for a ban.

 

The campaign to keep the restrictions in place beyond the deadline was fueled by the collapse earlier this month of the Black Sea Initiative, a scheme that allowed Kiev to export its grain by commercial ships.

 

Russia pulled out of the arrangement a year after its signing, claiming that the deal had failed to live up to its humanitarian rationale. Russian officials also noted that the economic sanctions on Russian food and fertilizer exports were not lifted, contrary to what the UN, one of the deal’s mediators, had promised to Moscow.

 

Last week,Ukrainian Prime Minister Denis Shmigalcited the end of the deal in criticizing Poland’s stance on the EU-backed import restrictions. The position was “unfriendly and populist” and would “severely impact global food security and Ukraine’s economy,” he complained on Twitter.

 

Polish Foreign Minister Pawel Jablonski brushed off the criticism, stating that his nation was assisting Ukraine a lot. However, he added, Warsaw is guided by its own interests, including when it comes to helping Ukraine.

Ukraine wants its women back – deputy minister

Kiev is calling for refugees to return home as GDP slid almost 30% last year

 

Kiev encourages Ukrainian women who have fled the conflict-torn country to come back home, Deputy Economy Minister Tatyana Berezhnaya has said. Her comments came amid warnings that a disproportionate population exodus could have a devastating effect on the nation's economy.

 

Speaking in an interview with Bloomberg published on Monday, Berezhnaya said that “for me personally, victory is when Ukrainian families unite in Ukraine, not abroad.” The minister added that Kiev’s priority is “to make everything possible so that women with children come back to their husbands.” (You mean all those dead husbands you sent to war?)

 

Shortly after Russia sent troops into Ukraine in February 2022, Kiev announced a general mobilization, banning most men aged 18 to 60 from leaving the country. This led to a large gender gap among Ukrainianadult refugees, with at least70% of them being women, according to the Organization for Economic Cooperation and Development (OECD).

 

Ukraine was already struggling with demographics even before the onset of the conflict, with afertility rate of just 1.16 as of 2021, and the large-scale hostilities have only exacerbated the situation.

 

According to Alexander Isakov of Bloomberg Economics, if Kiev fails topersuade 2.8 millionUkrainian working-age women to return, it couldcost the country 10%of its annual pre-conflict GDP. In the worst-case scenario, Ukraine will lose $20 billion a year, Bloomberg’s analysis claims.

 

Speaking to the outlet, Oleg Gorokhovsky, chief executive of Ukraine-based Monobank, stressed that women have a disproportionate impact on consumer demand as they are key decision-makers when it comes to buying household items.

 

“Without them, it will be super hard,” he added, commenting on prospects for the recovery of the Ukrainian economy that saw a 29.1% GDP decline in 2022. In 2023, it is projected to rebound by only 0.5%, according to the World Bank.

 

In total, according to UN data, more than six million Ukrainian refugees have fled the country, with themajority of them staying in European countries.

 

Berezhnaya’s comments contrast with the stance of authorities on the issue in the autumn of 2022. At the time, numerous Ukrainian officials urged their fellow citizens not to come back from abroad in winter, citing issues with power generation caused by recurring Russian strikes. Moscow intensified its attacks on Ukraine’s energy infrastructure in response to a deadly bombing of the Crimean Bridge in October 2022.

Russia has major electronic warfare advantage – Ukraine

Kiev’s counteroffensive is being undermined by the disparity, a military spokesman has claimed

 

Moscow enjoys a significant advantage over Kiev in terms of electronic warfare, Ukrainian Air Force spokesman Yury Ignat has admitted. He cited the disparity as among the reasons why Ukraine is struggling in its long-anticipated counteroffensive.

 

Russian forces use electronic countermeasures to disable Ukrainian drones, an approach that Kiev wishes it could also adopt, Ignat said in a TV interview on Monday.

 

“You don’t need to shoot down a drone with missiles or guns. You can simply force it to go down, intercept it with electronic warfare,” the official stated.

 

“Russia has powerful systems that interfere with the actions of our defense forces. They have plenty of those systems. Ukraine has made some progress, but we started late,” he added.

 

The Russian Defense Ministry regularly reports the downing of Ukrainian drones without firing a shot. A raid on Crimea on Monday involved 17 UAVs, 14 of which were disabled by jamming, according to the Russian military.

 

Russian electronic warfare superiority has been widely acknowledged. A study released by the Royal United Services Institute in London last November estimated that by the summer of that year,Kiev had lost 90% of the thousands of drones it possessed at the beginningof hostilities in February. Once Russian electronic warfare infrastructure was deployed, the life expectancy of Ukrainian UAVs over the battlefield dwindled to three flights for quadcopters and six flights for fixed-wing aircraft, it said.

 

The issue was also highlighted at the weekend by the New York Times. Ukrainian electronic warfare troops find it difficult to jam Russia’s Lancet loitering munitions because they don’t know how exactly operators communicate with them, the newspaper reported. Meanwhile, theiropponents detect Ukrainian mobile phone signals, interfere with GPS geopositioning, and call artillery strikes on Starlink routers, which are essential for Ukrainian communications.

 

In a CNN interview this week, Ukrainian Defense Minister Aleksey Reznikov acknowledged that Kiev’s counteroffensive was lagging behind schedule, but insisted that otherwise it was proceeding as planned. Russian officials have said Ukraine has suffered tens of thousands of casualties for no tangible gains.
