Homeschool them.
Teachers don't have a magic teaching wand.
Parents are capable of teaching their own kids.
All they need is some curriculum.

If your kid wants to take piano lessons, you either teach them yourself or you find someone who can teach them.
If there is something that you cannot teach your kids yourself, then find someone else who can do it for you.
But most of the things that kids learn prior to high school, their own parents can teach them.
Unless the parent is an actual moron, in which case their family may have to step in and help them out.
It used to be once a kid got to the age of puberty, around 12 or 13, they would become an apprentice to learn a trade. That is when their formal education began. Prior to that they learned to read, write, and do arithmetic at home.

I live in the Midwest. We have lots of them this year. But my yard is filled with wildflowers and we have birdbaths that they swoop down and get water.
Parents learn parenting skills from their own parents.
