WHY would the lady in green (Sen. Shelley Moore Capito, R-WV) push her way into a live shot and actually TOUCH the Speaker's hand WHILE he is SPEAKING on LIVE TV?

He had just mentioned a NDA.

May have something to do it with the touch, may be not.

Any idea what the NDA refers to?

Once anon read that, anon turned it up, and could hear her say something - as she turns her head to the left after touching him; but don't know exactly what (or whether the audio has been messed with).
