Can only assume that it is because the party of crime wants him on the inside where they can really put the screws to him and get him to flip or fabricate. If he has people on the outside who are vulnerable then they can threaten to hurt them and he will be helpless to do anything about it. Kinda the CCP threatening to hurt relatives back home of Chinese nationals who are in the US. Time tested and found to be a very effective method of getting what you want out of someone.
