Carrion does not make up a large portion of an eagle's diet; but they do eat carrion from time to time. Their bodies are designed to consume carrion.

Once I was driving home from college and taking the back roads by some small country lakes and sloughs.
There was still snow and ice, and there were giant flocks of Snow Geese sitting on the ice.
Across the road was a grove of leafless trees and old dead lake wood trees standing tall and bleached in the sun.
I couldn't believe what I was seeing up in those trees and all over the road.
I counted over 60 Bald Eagles just sitting in the groves of trees, on the road, and on the lake ice.
Just all sitting there, picking and choosing which snow goose would become its next meal!
