one of my neighbors were inscet phobes.
instead of seeing black ants as healthy and indicative of a healthy space, they saw them as something bad and hired a pesticide service.
finally after a long time they moved away and
my health improved, I started seeing bees again.
of course that is all anecdotal, and I did change my life style and diet. As far as the bees, there may have been some other reason they seemed missing for a while
if you live in a bad area with hostile neighbors the best thing you can do is move away.
just because your neighbors are jerks and want to drive you from the neighborhood doesn't mean that they work for the government, or that there is a conspiracy.
if you have 'indisputable proof' you ought to file a law suit. If that's too hard to do, then if it were me I'd start thinking about finding new housing.

what you are doing is suggesting that the kind of lack of trust you are larping , as if all institutions and people are against you, is a normal way to think, and that hyperparanoia is an OK way to behave.
but the fact is that people can read it when others are paranoid and adjust their behaviors to counter it, and often lead the person on, to make worst fears be fulfiled worst than the paranoia can imagine.
by not being paranoid one defuses any of that.
and then the officials and whoever do their jobs and give you the services as they are tasked to do.
