Think about this logically fren.

 

Those that hide among the darkness aren't going to strike until the time is right. This is simple warfare tactical strategy.

 

On top of this, A sheep in wolves clothing isn't going to go around the place Bleeting that they're wearing a wire. They -have- to stay in the shadows.

Without going into specific detail. Yes… They see what the average person is going through every day.

 

Something as simple as giving someone a warning for a broken tail light instead of a defective equipment citation that carries a $100 plus dollar fine…

 

In fact… These people in the right places are so aware of what the average person is going through every single day… that it hurts for them to see it, but realize they due to the bigger picture, they can't do as much as they would like.

 

Cover is blown too easily by that type of thing.

 

The same goes for more than just police.

 

Strike at the wrong time, and risk losing everything. Strike at the right time, and victory is assured.

 

Do you know how many good police officers there are undercover that wish they could do something in the position they're in but can't because it would compromise their mission?
