The intent of the formation of limited government is to secure unalienable rights. To that extent, it's both a document of granting certain powers and limiting all the rest.

 

>โ€œThe powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.โ€

All power is derived from The People. Anytime the government steps outside of those bounds, they are in breach of contract with the States and The People.

 

Federalists wanted a powerful federal gov't, and the anti-federalists didn't. They figured it out and you betcha they were in constant contact with each other about how to make certain the fed gov't wouldn't get too powerful:
