very quickly she was shot down, and people rallied around how it was an illegal order, from various corners of the political world.
other governors are very very quick with orders that are perhaps also illegal.
those governors are often carpet baggers (not from the state and with little connection to the long term politics of that state or region).
so I think she's done a demonstration that sends a message to other politicians: executive orders need to be Constitutionally valid.

my memory of it was that people would 'nibble' until they got an effect that was like a kind of 'clearing' which allowed them to divest their thoughts of hangups and to open up new mental pathways.
