Gov. Brian Kemp admits to a Republican voter: "If you give anybody a voting machine, they can hack it".

This is completely false, it is all dependent on the type of systems on that machine. Kemp is like your typical karate instructor which thinks his expertise applies everywhere as if it was gospel. There are systems that have code to process data and there are systems that do not have code to process data but to collect it and forward it, they are called dumb terminals.
