I am doing a little digging on ARPA. It is the American Rescue Plan Act of 2021 (not to be confused with the entity now know as DARPA pic related).

Quote: "Funds from ARPA represent a truly once-in-a-generation infusion of funds to local governments. For example, the entirety of the City of Flint’s preliminary 2022-2023 General Fund budget is roughly $72 million. The city’s ARPA funding alone is $94.7 million."
My question is this: Did some city governments install "COVID measures" knowing "somehow" that they'd get a lot of filthy lucre later on? Maybe this was why they didn't mind putting people out of business, disrupting the "tax base" and shrinking the economy?
