I am doing a little digging on ARPA. It is the American Rescue Plan Act of 2021 (not to be confused with the entity now know as DARPA pic related).

My question is this: Did some city governments install "COVID measures" knowing "somehow" that they'd get a lot of filthy lucre later on? Maybe this was why they didn't mind putting people out of business, disrupting the "tax base" and shrinking the economy?

That's a pretty significant connection.

Today I've been contemplating the overlapping acronyms we have going on right now. Not sure what, if anything it means. It could just be that they ran out of unique acronyms in the catalog of government alphabet soup agencies.
