Establishing Visa and Foreign Visitor Processing Goals and the Task Force on Travel and Competitiveness

 

By the authority vested in me as President by the Constitution and the laws of the United States of America, andto improve visa and foreign visitor processing and travel promotionin order to create jobs and spur economic growth in the United States, while continuing to protect our national security, it is hereby ordered as follows:

 

Section 1. Policy. 

The travel and tourism industry is one of our Nation's leading service sectors and sources of exports. However, the U.S. market share of spending by international travelers fell from 17 percent to 11 percent of the global market from 2000 to 2010, more than a 30 percent decrease in our share of the global market. This decrease was due primarily to increased international competition, changing patterns in global development, and,to some degree, more stringent security requirements imposed after 2001.

 

Given the importance of the travel and tourism industry to the U.S. economy and job creation, a coordinated policy, consistent with protecting our national security, is needed to support a prosperous and secure travel and tourism industry in the United States.

 

Steady progress has been made since2010, when my Administration launched theNational Export Initiative and the Travel Promotion Actwas signed into law.

 

While our processes for moving“people” and goods across our borders are now both more secureand more efficient, new initiatives are needed to enable us to better capitalize on the economic opportunities presented by a dynamic 21st century travel and tourism industry. (China money)

 

Sec. 2. Visa and Foreign Visitor Processing

 

(a)   The Assistant to the President for Homeland Security and Counterterrorism shall, consistent with Presidential Policy Directive 1 or any successor documents and in coordination with the Assistant to the President and Cabinet Secretary, maintain an interagency process for coordinating the implementation of regulatory improvements and the evaluation of legislative proposals toenhance and expedite travel to and arrival in the United States by foreign nationals, consistent with national security requirements.

 

(b)   The Secretaries of State and Homeland Security, in consultation with the Assistant to the President for Homeland Security and Counterterrorism, the Director of the Office of Management and Budget, and the heads of such agencies as appropriate, shall develop an implementation plan,within 60 daysof the date of this order, describing actions to be undertaken, including those that build upon efforts underway, to achieve the following:

 

(i)  increase nonimmigrant visa processing capacity in China and Brazilby 40 percent over the coming year;

 

(ii)   ensure that80 percentof nonimmigrant visa applicants are interviewedwithin 3 weeksof receipt of application, recognizing that resource and security considerations and the need to ensure provision of consular services to U.S. citizens may dictate specific exceptions;

(iii)  increase efforts to expand the Visa Waiver Programand travel by nationals of Visa Waiver Program participants; and

 

(iv)   expand reciprocal recognition programs for expedited travel, such as theGlobal Entry program.(EU did this) This plan should also identify other appropriate measures that willenhance and expedite travelto and arrival in the United States by foreign nationals consistent with national security requirements, as well as any potential challenges in achieving the stated goals of this subsection.

 

(c)   Within 180 days of the date of this order, and periodically thereafter, the Secretaries of State and Homeland Security shall jointly submit through the Assistant to the President for Homeland Security and Counterterrorism a report to the President describing the progress on achieving the goals set forth in this section (as well as areas of concern or barriers to achieving those goals) to ensure the country remains secure while increasing travel and tourism to the United States.

 

(d)   The Secretary of Commerce shall establish and maintain a publicly available website that provides updated metrics from across the Federal Government to assist industry and travelers in understanding the current status of the industry and its relevance to the economy, statistics on visa processes in key travel and tourism markets, and entry times into the United States.

 

Sec. 3. Task Force on Travel and Competitiveness. 

 

(a)   A Task Force on Travel and Competitiveness (Task Force) is hereby established to develop theNational Travel and Tourism Strategydescribed in this section. The Secretaries of Commerce and the Interior shall serve as Co-Chairs of the Task Force. The Task Force shall also include the heads of the following executive departments and agencies (agencies), or senior level officials designated by them:

 

(i)   Department of State;

(ii)   Department of the Treasury;

(iii)   Department of Agriculture;

(iv)   Department of Labor;

(v)   Department of Transportation;

(vi)   Department of Homeland Security;

(vii)   Army Corps of Engineers;

(viii)   Office of the United States Trade Representative;

(ix)   Export-Import Bank; and

(x)   Other agencies invited to participate by the Task Force Co-Chairs.

 

(b)   The Secretaries of Commerce and the Interior, in consultation with the Director of the Office of Management and Budget, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Economic Policy, and the Assistant to the President for Domestic Policy, shall coordinate the overall work of the Task Force and assist its members in performing the responsibilities described herein.

(c)   The Task Force shall develop a National Travel and Tourism Strategy with recommendations for new policies and initiatives topromote domestic and international travel opportunities throughout the United States with the goal of increasing the United States market share of worldwide travel, including obtaining a greater share of long-haul travel from Brazil, China, and India.==

 

Such recommendations shall include, among other things, strategies topromote visits to the United States public lands, waters, shores, monuments, and other iconic American destinations,thereby expanding job creation in the United States. The Task Force shall also consider recommendations to promote and expand travel andtourism opportunities in rural communities. In addition, the National Travel and Tourism Strategy shall identify any barriers to increasing the United States market share of worldwide travel, and any other related areas of concern.

 

The Task Force shall deliver the National Travel and Tourism Strategy to the Presidentwithin 90 daysof the date of this order.

 

(d)   The Task Force, through the Secretary of Commerce, shall also coordinate with the Corporation for Travel Promotioncurrently doing business as Brand USA, a non-profit corporationestablished by the Travel Promotion Act of 2009 to promote travel to the United States) and the Tourism Policy Council, established by the United States National Tourism Organization Act of 1996. The Secretary of Commerce shall serve as the liaison between the Task Force and the United States Travel and Tourism Advisory Board (Board) chartered by the Secretary and shall consider the Board's advice in his or her role with the Task Force. The Visa Waiver Program (VWP), administered by the U.S. Department of Homeland Security (DHS) in consultation with the Department of State (State), permits citizens ofdesignated countries to travel to the United States for business or tourism for stays of up to 90 days without a visa.The eligibility requirements for a country’s designation in the VWP are defined in Section 217 of the Immigration and Nationality Act (INA)1 (including as amended most recently by the Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015). A requirement of the program is that any country seeking to participate in the VWP must enter into and implement an agreement with the United States to share information regarding whether citizens and nationals of that country traveling to the United States represent a threat to the security or welfare of the United States or its citizens.2 To implement this program requirement in a manner consistent with law, Presidential Memoranda,3 and DHS’s increasing requirements for mission-based traveler screening, DHS has determined that all countries in the VWP and those aspiring to join must allow DHS and State to compare the fingerprints of travelers and immigration benefit applicants against their appropriate records, including identity, criminal, and terrorist records, for the purposes of border security, immigration, and traveler screening. This enhancement to the VWP screening capabilities will enable DHS to better identify individuals who pose a threat to the security or welfare of the United States.This Privacy Impact Assessment (PIA) considers the privacy risksand applicable mitigation strategies associated with implementing this Departmental policy.

Introduction

The VWP is a rigorous security partnership that promotes secure travel to the United States while also facilitating Americans’ travel to VWP partner nations. No other program enables the U.S. Government to conduct such broad and in-depth assessments of foreign security standards and operations.

The VWP is administered by DHS in consultation with State and permits citizens of currently 39 designated countries4 to travel to the United States for business or tourism for stays

Obama Plan to Cut Refugee Screening Time Raises Concerns About Terrorism

Lawmakers warn plan to resettle more on quicker timeline is security risk

AnObama administration plan to resettle a greater number of foreign refugeesin the United States byexpediting the screening processis drawing concern from Capitol Hill, where lawmakers are warning that the administration is not capable of properly screening these individuals for ties to terrorism.

 

The Obama administration has committed to bring atleast 10,000 Syrian refugees onto American soil in fiscal year 2016by accelerating security screening procedures from18-24 months to around three months, according to sources who spoke to the Washington Free Beacon. Obama administration officials told the Free Beacon that theyremain committed to the plan, despite warnings from the FBI and other law enforcement officials who say the federal government is not equipped to properly vet these individuals within that timeframe.

 

The administration is committed to moving forward this year with a plan to resettle 10,000 Syrian refugees and 85,000 refugees overall, officials said.

 

Lawmakers are pressing the State Department and White House to reconsider the plan, arguing that critical security concerns should be addressed before it is implemented.

 

"We know the 18- to 24-month vetting process for Syrian refugees has severe vulnerabilities after FBI Director JamesComey warned about the federal government’s inability to thoroughly screen Syrian refugeeapplicants for terrorism risk and after the Department of Homeland Security’s investigative arm warned about ISIS’s capability to print fake Syrian passports for terrorist infiltration," Sen. Mark Kirk (R., Ill.) told the Free Beacon.

 

The administration has not specified what mechanisms it has put in place to facilitate the screening of a larger number of refugees on a three-month timeline, according to Kirk.

 

"Given that the administration has not explained to the American people whether and how it fixed these and other known vulnerabilities to terrorist infiltration, it is highly irresponsible for the administration to reduce the 18- to 24-month vetting process for Syrian refugees down to three months to meet its artificial and ideologically-driven goal of bringing 10,000 Syrian refugees onto U.S. soil by September," said Kirk, who recently introduced legislation to impose enhanced screening measures to prevent terrorists from taking advantage of the U.S. refugee program.

 

A State Department spokesman told the Free Beacon that the United States is expected to take in around 15,000 more refugees than it has in the past three years.

 

"The United States remains committed to the president’s plan to resettle 10,000 Syrian refugees and 85,000 refugees overall to the United States in fiscal year 2016," said the official, who was not authorized to speak on record. "This projectedincrease in arrivals from around the world, from 70,000 in each of the last three fiscal years, will not curtail any aspects of the process, including its robust security screening."

"While this increase in processing capacity and other efforts will decrease the overall processing time for individual families, the average processing time worldwide remains 18-24 months," the official explained. "As we have said, neither this program nor any of ourefforts to expand processing capacity curtail any aspects of the security, medical, or other screening."

 

The administration has moved in recent months to boost its processing capacity in order to deal with increased numbers of refugees, the official said. This includes new measures that would help Syrians with relatives already in the United States apply for resettlement.

 

Additionally, the Department of State and Department of Homeland Security are jointly working to increase their capacity to interviewrefugee applicants from Jordan.

 

"From February through April, additional staff were posted toJordan, where they conducted interviews of over 12,000[U.N.]-referred refugee applicants," the official said. "All applicants are still subject to the same stringent security and medical requirements that apply to all applicants for U.S. refugee resettlement."

 

Not all of the applicants who were approved will enter the United States in the coming months. Some of those approvedwill enter after April in fiscal year 2017.

 

The administration’s reassurances have not soothed concerns among senior congressional insiders working on the issue.

 

"The administration's repeated assertions that the vetting process is'robust' doesn't provide any real assurances about a dangerously flawed vetting process that has allowed terrorists to infiltrate refugee flowsfrom high-risk countries in the Middle East into the United States," one senior congressional source told the Free Beacon.

 

"The vetting process clearly wasn't 'robust' when it resettled two terrorists as refugees in Kentucky who were later arrested in 2011 after law enforcement officials learned, belatedly and through no small amount of luck, of the ties and material support of these individuals to ISIS's precursor, al Qaeda in Iraq," the source said, noting thatU.S. authorities do not have databases capable of identifying potential terrorists.

 

"While U.S. and coalition forces worked with Iraqi authorities to create databases for identifying terrorists during the Iraq conflict who might be infiltrating refugee flows, FBI Director Comey has made it clear in congressional testimony there is no equivalent capability today for identifying terrorists from the Syrian conflict who might seek to do the same," the source said.

 

The Obama administration's refugee plan has emerged as a flash point in the 2016 election cycle.

 

Rep. Tammy Duckworth (D., Ill.), who is running to unseat Kirk, has embraced the refugee plan, drawing criticism from the sitting senator’s camp.

 

"Duckworth’s plan to bring in200,000 unsafely vetted Syrian refugeeswasn’t considered safe when the administration had two years to vet each refugee for terrorist ties—it’s downright dangerous now that the vetting has been cut to just three months," Kirk’s campaign said in a recent statement.

Does Obama believe the threat of terrorism is overstated?

One of President Obama's new favorite phrases is that "the shadow of crisis has passed." Is that true for terrorism?

 

Asked if the media sometimes overstates the threat posed by terror groups, Obama offered up a striking response.

 

"Absolutely,"he said in an interview with Vox.com.

 

Obama's answer seemed especially discordant, following last month's terror attacks in Paris, which killed 17, and the more recent death Kayla Mueller, who was being held hostage by Islamic State militants in Syria. It also seemed out of step with the hundreds of drone strikes that his administration has launched against suspected terrorists in places like Yemen, Somalia and Pakistan.

 

But Obama's remarks weren't an off-the-cuff flub. Rather they reflected ashiftthat he hopes to make inthe final two years of his presidency to focus more attention what he believes pose the greatest long-term threatto the nation.

 

Some of those threats were outlined in his new National Security Strategy released late last week.They include: climate change, global pandemics and weapons of mass destruction.

 

After 14 years in which terrorism has dominated the national conversation, Obama's new strategy amounts to a corrective, said administration officials. White House spokesman Josh Earnest on Tuesday said that "the president and his team continue to be vigilant" when it comes to the terror threat. But he also suggested Obama wanted to take a broader view. "The point the president is making is that there are many more people on an annual basis who have to confront the direct impact on their lives of climate change or the spread of disease, than terrorism."

 

Obama is hardly the first person to make this point. Micah Zenko, a fellow at the Council on Foreign Relations, has noted that in recent years more Americans have died from falling furniture than from terror attacks.

 

But Obama's Vox interview showed that talking about terrorism remains tricky territory in which his every word is scrutinized. In talking about the terror threat Obama said it waslegitimate for people to be concerned with vicious zealots who "randomly shoot a bunch of folks" in a Paris deli. The comment led to a new wave of questions about whether the president believed that the terrorist attack on the deli was motivated by anti-semitism.

 

Critics honed in on the word "randomly."

 

"Does the president have any doubt that those terrorists attacked that deli because there would be Jews in that deli?" Jonathan Karl, ABC's White House correspondent.

 

The president chose the adverb, Earnest said, to indicate that the victims were "not targeted by name, but where they "randomly" happened to be. He noted that there were non-Jews in the deli. Later he issued a tweet to clarify his statement:

 

More broadly, the debate over the threat posed by terrorism reflects a divide within the foreign policy community in Washington. Traditionalists see the breakdown of international order in the Middle East, the rise of China and the threat posed by Russia as the main threat to security in the world. Obama's new National Security Strategy places Obama in a second, less traditional camp, said Thomas Wright, director of the Project on International Order and Strategy at the Brookings Institution.

 

This group places the priority on issues such as "climate change and nonproliferation," Wright wrote in an essay on the Brookings website.

Ukraine conflict ‘fatigue’ is growing, Italian PM tells pranksters

Weariness and mounting problems in the EU necessitate a compromise, Giorgia Meloni said

 

There is “a lot of fatigue” with the Ukraine conflict and EU nations will soon agree that it must be resolved through a compromise, Italian Prime Minister Giorgia Meloni has told a pair of Russian pranksters.

Vovan and Lexus published the clip on Wednesday of their conversation with Meloni, which reportedly dates back to September and in which they posed as an unnamed African politician.

 

Discussing the Ukraine conflict, the Italian leader told the pair: “I see that there is a lot of fatigue, if I have to say the truth, from all the sides. We are near the moment in whicheverybody understands that we need a way out.”

 

“The problem is to find a way out which can be acceptable for both, without destroying the international law,” Meloni added.

 

The conversation then shifted to Kiev’s summer counteroffensive, the outcome of which the fake African politician suggested was a far cry from what many had expected. Meloni replied that the operation was ongoing, but acknowledged thatit had not changed “the destiny of the conflict.”

 

“Everybody understands that it really could last many years, if we don’t try to find some solution,” Meloni stated. She then expressed concern that a badly-designed solution could trigger further conflicts, before criticizing what previously unfolded in Libya.

 

The North African nation was rocked by a NATO-backed anti-government uprising in 2011 which ousted longtime ruler Muammar Gaddafi. More than a decade later, Libya remains split among warring factions and is economically devastated.

 

Italy has been the destination for a flow of illegal migrants departing from Libya and crossing the Mediterranean Sea in the hope of receiving shelter in the EU. Meloni accused Brussels of not doing enough to help Rome as she discussed the issue at length with the pranksters.

 

The conversation also touched on European energy security and how developing energy production in Africa could improve it. “We are going to an era when we can’t manage it no more. It’s already too late,” Meloni said.

 

Later on Wednesday, Meloni’s office said the phone call had taken place on September 18, ahead of meetings with African leaders at the UN General Assembly. It said it regretted that the prime minister had been deceived by a pranker posing as the head of the African Union Commission, Reuters reported.

Boris Johnson wanted to let Covid kill the elderly – ex-aide

The prime minister didn’t have the right “skill set” to handle the pandemic, an independent hearing has been told

 

Former UK Prime Minister Boris Johnson was fixated throughout the Covid-19 crisis on elderly people accepting their fate and sawthe virus as “nature’s way of dealing with old people,”an inquiry into Downing Street’s handling of the pandemic has heard.

 

At a Tuesday hearing as part of the government’s inquest into Covid-19, notes from Johnson’s topscience adviser, Patrick Vallance, were shared, which detailed what the aide viewed as Johnson’s “obsession” with older people accepting risks as they related to the potentially fatal virus.

 

The notes, dated from August 2020, detailed Vallance’s opinion that Johnson was keen to let “the young get on with life and [keep] the economy going” – which Vallance described at the time as a “quite bonkers set of exchanges.”

 

Vallance added in the notes: “[Johnson] says his party ‘thinks the whole thing is pathetic and Covid is just nature’s way of dealing with old people, and I am not entirely sure I disagree with them. A lot of moderate people think it is a bit too much.’ [He] wants to rely on polling.”

 

The notes were shared during evidence given to the UK Covid-19 inquiry by Johnson’s former director of communications, Lee Cain, as part of the independent investigation into London’s response to the pandemic.

 

Cain told the hearing that Johnson was reluctant to impose a so-called ‘circuit-breaker’ lockdown to inhibit the spread of the virus in September 2020, as this was “very much against what’s in his political DNA.” However, Cain added that his own research had indicated that the UK public’s overall desire was for a more cautious approach.

 

Cain added that Johnson would frequently “oscillate” between different Covid policy decisions, delaying the government’s ability to effectively respond to the pandemic, which he said he found “rather exhausting from time to time.”

 

“What would probably be clear in Covid,” Cain said when asked at the hearing if Johnson was the right person to lead the UK through the pandemic, “It was wrong for this prime minister’s skill set.”

 

Johnson’s apparent indecisiveness, as revealed in Vallance’s notes, felt like being “punched in the stomach,” said Brenda Doherty, spokesperson for Covid-19 Bereaved Families for Justice UK, according to the BBC on Tuesday.

 

“During the first and second waves of the pandemic the UK had one of the highest death tolls per person in the world from Covid-19 and it’s clear just how personally responsible for that he was,” Doherty said.

 

Johnson, who announced the inquiry during his prime ministership in May 2021, has not commented publicly on the evidence detailed at the hearings this week, but a spokesperson said the former PM is “cooperating fully” with the inquiry. Johnson, as well as current Prime Minister Rishi Sunak, are expected to give evidence later this year.
