McConnell said such a move would be โ€œtotally inappropriate.โ€

ProPublica reported in April that Crow had treated Thomas to luxury vacations for more than 20 years and then reported in June that Arkley received Alito as a guest at his luxury fishing lodge in the Alaska wilderness.

 

Durbin announced the committee will also issue a subpoena for Leonard Leo, the Federalist Society leader, who went on vacation with Thomas at Crowโ€™s Camp Topridge resort in the Adirondacks, and who helped organize Alitoโ€™s fishing vacation in Alaska.

 

Durbin said on the Senate floor Tuesday that the subpoenas are โ€œthe next step in the committeeโ€™s ongoing investigation of the ethics of the Supreme Court.โ€

 

โ€œIt only comes after Mr. Crow refused to comply with committee requests and Mr. Leo and Arkley stonewalled the committee,โ€ he said.

Establishing Visa and Foreign Visitor Processing Goals and the Task Force on Travel and Competitiveness

 

By the authority vested in me as President by the Constitution and the laws of the United States of America, andto improve visa and foreign visitor processing and travel promotionin order to create jobs and spur economic growth in the United States, while continuing to protect our national security, it is hereby ordered as follows:

 

Section 1.โ€‡Policy.โ€‡

The travel and tourism industry is one of our Nation's leading service sectors and sources of exports. However, the U.S. market share of spending by international travelers fell from 17 percent to 11 percent of the global market from 2000 to 2010, more than a 30 percent decrease in our share of the global market. This decrease was due primarily to increased international competition, changing patterns in global development, and,to some degree, more stringent security requirements imposed after 2001.

 

Given the importance of the travel and tourism industry to the U.S. economy and job creation, a coordinated policy, consistent with protecting our national security, is needed to support a prosperous and secure travel and tourism industry in the United States.

 

Steady progress has been made since2010, when my Administration launched theNational Export Initiative and the Travel Promotion Actwas signed into law.

 

While our processes for movingโ€œpeopleโ€ and goods across our borders are now both more secureand more efficient, new initiatives are needed to enable us to better capitalize on the economic opportunities presented by a dynamic 21st century travel and tourism industry. (China money)

 

Sec. 2.โ€‡Visa and Foreign Visitor Processing

 

(a) โ€‡ The Assistant to the President for Homeland Security and Counterterrorism shall, consistent with Presidential Policy Directive 1 or any successor documents and in coordination with the Assistant to the President and Cabinet Secretary, maintain an interagency process for coordinating the implementation of regulatory improvements and the evaluation of legislative proposals toenhance and expedite travel to and arrival in the United States by foreign nationals, consistent with national security requirements.

 

(b) โ€‡ The Secretaries of State and Homeland Security, in consultation with the Assistant to the President for Homeland Security and Counterterrorism, the Director of the Office of Management and Budget, and the heads of such agencies as appropriate, shall develop an implementation plan,within 60 daysof the date of this order, describing actions to be undertaken, including those that build upon efforts underway, to achieve the following:

 

(i) โ€‡increase nonimmigrant visa processing capacity in China and Brazilby 40 percent over the coming year;

 

(ii) โ€‡ ensure that80 percentof nonimmigrant visa applicants are interviewedwithin 3 weeksof receipt of application, recognizing that resource and security considerations and the need to ensure provision of consular services to U.S. citizens may dictate specific exceptions;

(iii) โ€‡increase efforts to expand the Visa Waiver Programand travel by nationals of Visa Waiver Program participants; and

 

(iv) โ€‡ expand reciprocal recognition programs for expedited travel, such as theGlobal Entry program.(EU did this) This plan should also identify other appropriate measures that willenhance and expedite travelto and arrival in the United States by foreign nationals consistent with national security requirements, as well as any potential challenges in achieving the stated goals of this subsection.

 

(c) โ€‡ Within 180 days of the date of this order, and periodically thereafter, the Secretaries of State and Homeland Security shall jointly submit through the Assistant to the President for Homeland Security and Counterterrorism a report to the President describing the progress on achieving the goals set forth in this section (as well as areas of concern or barriers to achieving those goals) to ensure the country remains secure while increasing travel and tourism to the United States.

 

(d) โ€‡ The Secretary of Commerce shall establish and maintain a publicly available website that provides updated metrics from across the Federal Government to assist industry and travelers in understanding the current status of the industry and its relevance to the economy, statistics on visa processes in key travel and tourism markets, and entry times into the United States.

 

Sec. 3.โ€‡Task Force on Travel and Competitiveness.โ€‡

 

(a) โ€‡ A Task Force on Travel and Competitiveness (Task Force) is hereby established to develop theNational Travel and Tourism Strategydescribed in this section. The Secretaries of Commerce and the Interior shall serve as Co-Chairs of the Task Force. The Task Force shall also include the heads of the following executive departments and agencies (agencies), or senior level officials designated by them:

 

(i) โ€‡ Department of State;

(ii) โ€‡ Department of the Treasury;

(iii) โ€‡ Department of Agriculture;

(iv) โ€‡ Department of Labor;

(v) โ€‡ Department of Transportation;

(vi) โ€‡ Department of Homeland Security;

(vii) โ€‡ Army Corps of Engineers;

(viii) โ€‡ Office of the United States Trade Representative;

(ix) โ€‡ Export-Import Bank; and

(x) โ€‡ Other agencies invited to participate by the Task Force Co-Chairs.

(c) โ€‡ The Task Force shall develop a National Travel and Tourism Strategy with recommendations for new policies and initiatives topromote domestic and international travel opportunities throughout the United States with the goal of increasing the United States market share of worldwide travel, including obtaining a greater share of long-haul travel from Brazil, China, and India.==

 

Such recommendations shall include, among other things, strategies topromote visits to the United States public lands, waters, shores, monuments, and other iconic American destinations,thereby expanding job creation in the United States. Marine Commandant Remains Hospitalized as Senator Moves to Lift Blockade on Service's Second in Command

The Alabama senator responsible for a blockade on military confirmations said he was working Tuesday to finally approve the Marine Corps' No. 2 leader as the commandant, Gen. Eric Smith, remained hospitalized following a medical emergency Sunday.

 

The move by Republican Sen. Tommy Tuberville comes a day after the Marines announced that a three-star officer further down the line of succession would step into Smith's role due to a leadership vacuum at the very top of the service. The assistant commandant position has remained vacant because Tuberville has stopped the Senate from approving military promotions and confirmations outside of some top officers for most of the year.

 

The Senate blockade became a major issue after Smith was hospitalized suddenly on Sunday evening and the service had no confirmed assistant commandant to take his place. The Marine Corps provided no update on Smith's condition Tuesday, despite news reports that he had suffered a heart attack and statements from emergency responders of a cardiac arrest incident near his residence.

 

While Lt. Gen. Christopher Mahoney was nominated to be assistant commandant of the Marines in July, the Senate has been unable to confirm him because Tuberville is single-handedly holding up all general and admiral promotions in protest of the Pentagon's abortion policy.

 

Before his medical emergency, Smith had effectively been forced to fill both roles due to the hold.

 

Despite his effort to get Mahoney approved, Tuberville insisted Tuesday that he is not dropping his larger hold and continued to deny that his actions are affecting the military's ability to be ready for a war, arguing that "people are doing their jobs."

 

But he also acknowledged that Smith's medical issue prompted him to rethink the assistant commandant position. He is using a procedural maneuver known as a cloture petition that allows a senator to force a vote on a nominee if they get the support of at least 16 of their colleagues. It's the same tactic Tuberville used in September that forced Democrats to hold roll call votes on Smith, the Army chief of staff and the chairman of Joint Chiefs of Staff after months of resistance.

 

Tuberville said he already has the requisite 16 signatures to force a vote on Mahoney.

 

Meanwhile, Maj. Jim Stenger, the head spokesperson for the headquarters of the Marine Corps, told Military.com that Smith was still in the hospital Tuesday afternoon. The service did not give any new details of Smith's medical emergency, which the Corps initially announced Monday.

 

The New York Times, USA Today and USNI News, which cited anonymous current or former defense officials, said that Smith suffered a heart attack. Military.com could not independently confirm those reports.

 

A spokesperson for District of Columbia Fire and Emergency Medical Services told Military.com that a man collapsed during a run due to cardiac arrest in southeast Washington, D.C., on Sunday evening, though they did not identify him as Smith. USA Today reported that he was jogging near Marine Barracks Washington.

 

"I can confirm that D.C. Fire and EMS responded to a cardiac arrest in the area of 7th and G Street SE at 4:58 on Sunday," Noah Gray, chief communications officer for DC Fire and EMS, told Military.com on Tuesday.

 

"Bystanders called 911 and began CPR after witnessing an adult male collapse on the sidewalk while running. Our EMTs and paramedics performed high-performance CPR on the patient and transported him to a nearby hospital. We cannot confirm or comment on the identity of the patient," he said.

Even before Smith's medical issue, there have been a flurry of efforts recently to get around Tuberville's hold. Sen. Dan Sullivan, R-Alaska, is also circulating a cloture petition to force votes on Gen. David Allvin to be chief of staff of the Air Force and Adm. Lisa Franchetti to be the Navy's chief of naval operations.

 

Sullivan said Tuesday he was still pressing forward on that effort.

 

Democrats, meanwhile, have been exploring a temporary change to Senate rules that would allow them to consider most of the nominations caught in Tuberville's hold in a batch vote. Such a change would require at least nine Republicans to go along with the plan โ€“ an unlikely prospect.

 

Pentagon spokeswoman Sabrina Singh told reporters Monday that 378 general and flag officer nominations are held up right now in the Senate.

 

Democrats argued Tuesday that Smith's health scare underscores the importance of getting all the stalled nominees confirmed.

 

"It also illustrates the pressure that these people are on, working from 5 a.m. to 11 o'clock," Senate Armed Services Committee Chairman Jack Reed, D-R.I., said Tuesday before Tuberville announced his cloture petition, alluding to the schedule Smith previously said he was working in order to do two jobs at once. "This nonsense about anybody can do the job and it's just easy and acting is fine โ€“ this just completely undercuts that."

 

Lt. Gen. Karsten Heckl, who will serve as acting commandant while Smith is hospitalized, made a statement Tuesday in an attempt to reassure the service and the public.

 

"In typical Marine fashion, I am the next Marine up. This is what we do, as so many have done before us throughout the history of our Corps," Heckl said in the statement. "We must continue the march forward on behalf of our fellow Marines and nation, regardless of the situation or the uncertainty that we may face.

 

"That is what our commandant wants, and what the citizens of our nation require of each and every one of us," he said.

 

Smith's last public appearance before his hospitalization was at the Marine Corps Marathon on Sunday. The service released images of the commandant clapping and cheering on racers, including his senior enlisted counterpart, Sergeant Major of the Marine Corps Carlos Ruiz.

 

Ruiz released a video statement Monday after the Corps notified the public of Smith's hospitalization.

 

"Our commandant, Gen. Smith, experienced a medical emergency and is currently receiving care at a local hospital," Ruiz said, addressing Marines. "I know that all Marines will join me in wishing Gen. Smith a swift recovery so he can return to duty. I also know that Marines across our Corps are professional warfighters, who will remain focused on the important work each of you are doing every day."

 

He said that Heckl would take over due to a "vacancy" in the assistant commandant's position.

 

"Since taking our seats, the commandant and I have emphasized discipline, professionalism and conduct," he added. "And that doesn't change today, or what we do tomorrow."

The Visa Waiver Program (VWP), administered by the U.S. Department of Homeland Security (DHS) in consultation with the Department of State (State), permits citizens ofdesignated countries to travel to the United States for business or tourism for stays of up to 90 days without a visa.The eligibility requirements for a countryโ€™s designation in the VWP are defined in Section 217 of the Immigration and Nationality Act (INA)1 (including as amended most recently by the Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015). A requirement of the program is that any country seeking to participate in the VWP must enter into and implement an agreement with the United States to share information regarding whether citizens and nationals of that country traveling to the United States represent a threat to the security or welfare of the United States or its citizens.2 To implement this program requirement in a manner consistent with law, Presidential Memoranda,3 and DHSโ€™s increasing requirements for mission-based traveler screening, DHS has determined that all countries in the VWP and those aspiring to join must allow DHS and State to compare the fingerprints of travelers and immigration benefit applicants against their appropriate records, including identity, criminal, and terrorist records, for the purposes of border security, immigration, and traveler screening. This enhancement to the VWP screening capabilities will enable DHS to better identify individuals who pose a threat to the security or welfare of the United States.This Privacy Impact Assessment (PIA) considers the privacy risksand applicable mitigation strategies associated with implementing this Departmental policy.

Introduction

The VWP is a rigorous security partnership that promotes secure travel to the United States while also facilitating Americansโ€™ travel to VWP partner nations. No other program enables the U.S. Government to conduct such broad and in-depth assessments of foreign security standards and operations.

The VWP is administered by DHS in consultation with State and permits citizens of currently 39 designated countries4 to travel to the United States for business or tourism for stays

SEOUL (Reuters) -North Korea is poised to close as many as a dozen embassies including in Spain, Hong Kong, and multiple countries in Africa, according to media reports and analysts, in a move that could see nearly 25 percent of Pyongyang's missions close worldwide.

 

North Korea's recent closing of its diplomatic missions was a sign that the reclusive country is struggling to make money overseas because of international sanctions, South Korea's unification ministry said on Tuesday.

 

On Monday, North Korean state media outlet KCNA said the country's ambassadors paid "farewell" visits to Angolan and Ugandan leaders last week, and local media in both African countries reported the shutdown of the North's embassies there.

 

Both Angola and Uganda have forged friendly ties with North Korea since the 1970s, maintaining military cooperation and providing rare sources of foreign currency such as statue-building projects.

 

The embassy closings set the stage for what could be "one of the countryโ€™s biggest foreign policy shakeups in decades", with implications for diplomatic engagement, humanitarian work in the isolated country, as well as the ability to generate illicit revenue, wrote Chad O'Carroll, founder of the North Korea-focused website NK Pro.

 

More than a dozen missions may close, likely because of international sanctions, a trend of Pyongyang's disengaging globally and the probable weakening of the North Korean economy, he said in a report on Wednesday.

 

Seoul's unification ministry, which handles inter-Korean affairs, said the pullout reflected the impact of international sanctions aimed at curbing funding for the North's nuclear and missile programs.

"They appear to be withdrawing as their foreign currency earning business has stumbled due to the international community's strengthening of sanctions, making it difficult to maintain the embassies any longer," the ministry said in a statement. "This can be a sign of North Korea's difficult economic situation, where it is difficult to maintain even minimal diplomatic relations with traditionally friendly countries."

 

North Korea has formal relations with 159 countries, but had 53 diplomatic missions overseas, including three consulates and three representative offices, until it pulled out of Angola and Uganda, according to the ministry.

 

North Korea will also shut down its embassy in Spain, with its mission in Italy handling affairs in the neighbouring country, South Korea's Yonhap news agency reported.

 

Correspondence with the Spanish Communist Party released on the party's website showed the North Korean embassy announcing the closing in a letter dated Oct. 26.

 

The North's embassy in Madrid was in the spotlight after members of a group seeking the overthrow of North Korean leader Kim Jong Un staged a break-in in 2019, during which they bound and gagged staff before driving off with computers and other devices.

 

Pyongyang denounced the incident as a "grave breach of sovereignty and terrorist attack," and accused the United States of not investigating the group thoroughly and refusing to extradite its leader.

AnObama administration plan to resettle a greater number of foreign refugeesin the United States byexpediting the screening processis drawing concern from Capitol Hill, where lawmakers are warning that the administration is not capable of properly screening these individuals for ties to terrorism.

 

The Obama administration has committed to bring atleast 10,000 Syrian refugees onto American soil in fiscal year 2016by accelerating security screening procedures from18-24 months to around three months, according to sources who spoke to the Washington Free Beacon. Obama administration officials told the Free Beacon that theyremain committed to the plan, despite warnings from the FBI and other law enforcement officials who say the federal government is not equipped to properly vet these individuals within that timeframe.

 

The administration is committed to moving forward this year with a plan to resettle 10,000 Syrian refugees and 85,000 refugees overall, officials said.

 

Lawmakers are pressing the State Department and White House to reconsider the plan, arguing that critical security concerns should be addressed before it is implemented.

 

"We know the 18- to 24-month vetting process for Syrian refugees has severe vulnerabilities after FBI Director JamesComey warned about the federal governmentโ€™s inability to thoroughly screen Syrian refugeeapplicants for terrorism risk and after the Department of Homeland Securityโ€™s investigative arm warned about ISISโ€™s capability to print fake Syrian passports for terrorist infiltration," Sen. Mark Kirk (R., Ill.) told the Free Beacon.

 

The administration has not specified what mechanisms it has put in place to facilitate the screening of a larger number of refugees on a three-month timeline, according to Kirk.

 

"Given that the administration has not explained to the American people whether and how it fixed these and other known vulnerabilities to terrorist infiltration, it is highly irresponsible for the administration to reduce the 18- to 24-month vetting process for Syrian refugees down to three months to meet its artificial and ideologically-driven goal of bringing 10,000 Syrian refugees onto U.S. soil by September," said Kirk, who recently introduced legislation to impose enhanced screening measures to prevent terrorists from taking advantage of the U.S. refugee program.

 

A State Department spokesman told the Free Beacon that the United States is expected to take in around 15,000 more refugees than it has in the past three years.

 

"The United States remains committed to the presidentโ€™s plan to resettle 10,000 Syrian refugees and 85,000 refugees overall to the United States in fiscal year 2016," said the official, who was not authorized to speak on record. "This projectedincrease in arrivals from around the world, from 70,000 in each of the last three fiscal years, will not curtail any aspects of the process, including its robust security screening."

"While this increase in processing capacity and other efforts will decrease the overall processing time for individual families, the average processing time worldwide remains 18-24 months," the official explained. "All applicants are still subject to the same stringent security and medical requirements that apply to all applicants for U.S. refugee resettlement."

 

Not all of the applicants who were approved will enter the United States in the coming months. Some of those approvedwill enter after April in fiscal year 2017.

 

The administrationโ€™s reassurances have not soothed concerns among senior congressional insiders working on the issue.

 

"The administration's repeated assertions that the vetting process is'robust' doesn't provide any real assurances about a dangerously flawed vetting process that has allowed terrorists to infiltrate refugee flowsfrom high-risk countries in the Middle East into the United States," one senior congressional source told the Free Beacon.

 

"The vetting process clearly wasn't 'robust' when it resettled two terrorists as refugees in Kentucky who were later arrested in 2011 after law enforcement officials learned, belatedly and through no small amount of luck, of the ties and material support of these individuals to ISIS's precursor, al Qaeda in Iraq," the source said, noting thatU.S. authorities do not have databases capable of identifying potential terrorists.

 

"While U.S. and coalition forces worked with Iraqi authorities to create databases for identifying terrorists during the Iraq conflict who might be infiltrating refugee flows, FBI Director Comey has made it clear in congressional testimony there is no equivalent capability today for identifying terrorists from the Syrian conflict who might seek to do the same," the source said.

 

The Obama administration's refugee plan has emerged as a flash point in the 2016 election cycle.

 

Rep. Tammy Duckworth (D., Ill.), who is running to unseat Kirk, has embraced the refugee plan, drawing criticism from the sitting senatorโ€™s camp.

 

"Duckworthโ€™s plan to bring in200,000 unsafely vetted Syrian refugeeswasnโ€™t considered safe when the administration had two years to vet each refugee for terrorist tiesโ€”itโ€™s downright dangerous now that the vetting has been cut to just three months," Kirkโ€™s campaign said in a recent statement.

This is the bizarre moment police officers get into a 35-minute, low-speed chase with a driver in a forklift in Sacramento.

 

Cops said they spotted the forklift on the road on Sunday evening into Monday morning and when the driver refused to stop it sparked one of the slowest police car chases of all time.

 

Footage shows the yellow forklift cruising through residential streets in the River Park neighborhood at night under the glow of flashing police lights in ridiculous scenes.

 

Witnesses said they were awoken by the sound of sirens as California cops tailed the vehicle.

 

'I was already awake, but it sounded like every officer in Sacramento was in the neighborhood,' said resident James Nunnely, who was caring for his grandmother at the time.

 

Nunnely, who described it as the slowest chase he had ever witnessed, said police had responded in force. 'It was surrounding. It was like all you could hear was sirens,' he said. 'It was everywhere.'

 

'We were looking out our window, and we could see what looked like a forklift going fairly slow, just kind of casually cruising down our street here, Teichert, and then there was seven cop cars trailing behind it,' resident Chelsea Leber told KCRA.

 

Police said the forklift is believed to have been stolen, but investigators have been unable to locate the owner.

 

'Just before midnight, officers observed a forklift driving down the roadway near the 2700 block of Fair Oaks Boulevard,' a Sacramento Police spokesperson said.

 

'Officers attempted to conduct an enforcement stop, but the forklift driver refused to stop, and a pursuit ensued.

 

'The forklift continued onto the bike trail and took down a fence near Glenn Hall Park, dragging it down the trail before becoming disabled. The driver was taken into custody on the bike trail near Howe River access without incident.'

 

Suspect Wayne Mathern, 47, is facing charges of evading, resisting arrest and vandalism.

 

Mathern was previously charged this month with misdemeanor battery on a peace officer and misdemeanor giving false information.

 

He failed to appear in court October 16 for those charges, according to local media.

 

In August, would-be thieves in California attempted to steal an ATM using a forklift in Sacramento County.

 

In the video, the suspect can be seen fumbling with the equipment to push and ram the ATM.

 

One suspect eventually managed to knock over the machine, while a second suspect drove a pick-up truck as the getaway car.

 

But the heist did not go according to plan, and the ATM later fell off the vehicle and was left in the middle of a busy road.

One of President Obama's new favorite phrases is that "the shadow of crisis has passed." Is that true for terrorism?

 

Asked if the media sometimes overstates the threat posed by terror groups, Obama offered up a striking response.

 

"Absolutely,"he said in an interview with Vox.com.

 

Obama's answer seemed especially discordant, following last month's terror attacks in Paris, which killed 17, and the more recent death Kayla Mueller, who was being held hostage by Islamic State militants in Syria. It also seemed out of step with the hundreds of drone strikes that his administration has launched against suspected terrorists in places like Yemen, Somalia and Pakistan.

 

But Obama's remarks weren't an off-the-cuff flub. Rather they reflected ashiftthat he hopes to make inthe final two years of his presidency to focus more attention what he believes pose the greatest long-term threatto the nation.

 

Some of those threats were outlined in his new National Security Strategy released late last week.They include: climate change, global pandemics and weapons of mass destruction.

 

After 14 years in which terrorism has dominated the national conversation, Obama's new strategy amounts to a corrective, said administration officials. White House spokesman Josh Earnest on Tuesday said that "the president and his team continue to be vigilant" when it comes to the terror threat. But he also suggested Obama wanted to take a broader view. "The point the president is making is that there are many more people on an annual basis who have to confront the direct impact on their lives of climate change or the spread of disease, than terrorism."

 

Obama is hardly the first person to make this point. Micah Zenko, a fellow at the Council on Foreign Relations, has noted that in recent years more Americans have died from falling furniture than from terror attacks.

 

But Obama's Vox interview showed that talking about terrorism remains tricky territory in which his every word is scrutinized. In talking about the terror threat Obama said it waslegitimate for people to be concerned with vicious zealots who "randomly shoot a bunch of folks" in a Paris deli. The comment led to a new wave of questions about whether the president believed that the terrorist attack on the deli was motivated by anti-semitism.

 

Critics honed in on the word "randomly."

 

"Does the president have any doubt that those terrorists attacked that deli because there would be Jews in that deli?" Jonathan Karl, ABC's White House correspondent.

 

The president chose the adverb, Earnest said, to indicate that the victims were "not targeted by name, but where they "randomly" happened to be. He noted that there were non-Jews in the deli. Later he issued a tweet to clarify his statement:

 

More broadly, the debate over the threat posed by terrorism reflects a divide within the foreign policy community in Washington. Traditionalists see the breakdown of international order in the Middle East, the rise of China and the threat posed by Russia as the main threat to security in the world. Obama's new National Security Strategy places Obama in a second, less traditional camp, said Thomas Wright, director of the Project on International Order and Strategy at the Brookings Institution.

 

This group places the priority on issues such as "climate change and nonproliferation," Wright wrote in an essay on the Brookings website.

He got pneumonia, his wife took him to the hospital, they tested him for covid, of course. Said he had covid and put him on a vent.

His death cert. says he died OF pneumonia, WITH covid.

Another district attorney whose policies have allowed crime to run rampant has been the victim of a theft.

 

Alameda County DA Pamela Price had her laptop stolen from her car Friday afternoon outside a government office in Oakland, California, reported ABC News. After waiting an hour for police to arrive, Price filled out a police report online.

Humanitarian affairs official Martin Griffiths has warned of a global crisis unless Israel and Hamas end the hostilities

 

Israelโ€™s bombing of the Jabalia refugee camp in Gaza is just โ€œthe latest atrocityโ€ to befall the Palestinian people living in the enclave, UN Under-Secretary-General for Humanitarian Affairs Martin Griffiths has said.

 

Hamas reported on Tuesday that as many as 400 Palestinians had been killed or injured in an attack on the densely populated Jabalia camp. An Israeli Defense Forces (IDF) spokesperson later confirmed the attack, stating the airstrikes had targeted a โ€œvery importantโ€ Hamas commander and his forces. The IDF representative called the civilian casualties a tragedy, but ultimately blamed their deaths on the Hamas leadership, saying it had โ€œembedded itself among the civilian population.โ€

 

In a statement published on Wednesday, following his two-day visit to Israel and the Occupied Palestinian Territory, Griffiths surmised that the fighting in Gaza has entered โ€œan even more terrifying phase, with increasingly dreadful humanitarian consequences.โ€

 

โ€œOctober 7th and its aftermath will leave indelible scars on the lives of millions,โ€ Griffiths said, referring to the initial attack by Hamas militants on Israeli territories near Gaza, which claimed the lives of 1,400 people, and Israelโ€™s response which has so far seen as many as 8,600 Palestinians killed, according to Gaza health authorities.

 

โ€œThis cannot go on. We need a step change,โ€ stressed the UN official, calling for all hostages captured by Hamas to be released immediately and unconditionally, and for both sides to respect their obligations under international humanitarian law and stop targeting civilians.

 

Griffiths concluded by calling on โ€œthose with influenceโ€ to work towards a de-escalation of the conflict, warning that โ€œfailure to act now will have consequences far beyond the region.โ€

 

On Tuesday, the director of the UNโ€™s human rights office (OHCHR) in New York, Craig Mokhiber, described Israelโ€™s actions in Gaza as a โ€œtext-book case of genocideโ€ and resigned from his position, stating that the UN had โ€œsurrendered to the power of the USโ€ and failed in its duty to prevent the killing of Palestinian civilians.

 

The US has so far shown little intention of pushing for a ceasefire in Gaza and has instead pledged its unending support for Israel and its right to โ€œself-defense.โ€ US Senator Lindsey Graham has even suggested that Washington would stand by Israel regardless of how many civilians are killed in its fight against Hamas.

The U.S. assesses that Chinaโ€™s nuclear arsenal contains at least 500 warheads and is on track to double that number by the end of the decade. For its part, the U.S. says it will pursue a modern variant of the B61 nuclear gravity bomb, pending Congressional authorization and appropriation.

Pfizer To Shut Down Two Facilities Amid Major Cost Cuts

 

Pharmaceutical giant Pfizer confirmed it will be closing down two of its facilities in North Carolina amid a cost-cutting initiative after it revealed that sales of its COVID-19 vaccine and other products would see a drop.

 

The company told multiple local media outlets that it would be closing its sites in Durham and Morrisville, saying the closures are part of an effort "to operate more efficiently and effectively."

 

"As part of this effort, Pfizer has decided to close the Kit Creek facility in Morrisville โ€ฆ and the Durham Clinical Manufacturing Facility," the company said, according to the Triangle Business Journal. "Pfizer continues to operate its largest North Carolina facilities, including two in Sanford and one in Rocky Mount."

 

It's not clear how many workers would be impacted or laid off. The Epoch Times has contacted the company for comment Monday.

 

โ€œAll job-related decisions will be made with transparency, compassion, and respect, and in compliance with applicable laws," Pfizer told the News & Observer publication. And any employee who is impacted by the closures will be offered a "generous separation package," Pfizer told ABC11 TV, or will be given the chance to apply for another position.

 

Morrisville Mayor T.J. Cawley suggested that some workers might be laid off, according to the paper. Multiple Pfizer employees who had worked at the two North Carolina facilities listed the hashtag OpenToWork on their LinkedIn profiles in recent days.

 

โ€œOverall, I think our area is pretty well buffered from the economic downtown,โ€ the mayor said. โ€œTalent will always move around from company to company. We have such a strong talent pool that companies will keep coming here.โ€

 

Before the closures were confirmed by the company, a number of unnamed Pfizer workers complained on social media that they would be getting laid off soon amid the company's cost-cutting scheme. Posts alleged that Pfizer officials held a live stream with thousands of workers to announce the cuts earlier in October.

Boris Johnson wanted to let Covid kill the elderly โ€“ ex-aide

The prime minister didnโ€™t have the right โ€œskill setโ€ to handle the pandemic, an independent hearing has been told

 

Former UK Prime Minister Boris Johnson was fixated throughout the Covid-19 crisis on elderly people accepting their fate and sawthe virus as โ€œnatureโ€™s way of dealing with old people,โ€an inquiry into Downing Streetโ€™s handling of the pandemic has heard.

 

At a Tuesday hearing as part of the governmentโ€™s inquest into Covid-19, notes from Johnsonโ€™s topscience adviser, Patrick Vallance, were shared, which detailed what the aide viewed as Johnsonโ€™s โ€œobsessionโ€ with older people accepting risks as they related to the potentially fatal virus.

 

The notes, dated from August 2020, detailed Vallanceโ€™s opinion that Johnson was keen to let โ€œthe young get on with life and [keep] the economy goingโ€ โ€“ which Vallance described at the time as a โ€œquite bonkers set of exchanges.โ€

 

Vallance added in the notes: โ€œ[Johnson] says his party โ€˜thinks the whole thing is pathetic and Covid is just natureโ€™s way of dealing with old people, and I am not entirely sure I disagree with them. A lot of moderate people think it is a bit too much.โ€™ [He] wants to rely on polling.โ€

 

The notes were shared during evidence given to the UK Covid-19 inquiry by Johnsonโ€™s former director of communications, Lee Cain, as part of the independent investigation into Londonโ€™s response to the pandemic.

 

Cain told the hearing that Johnson was reluctant to impose a so-called โ€˜circuit-breakerโ€™ lockdown to inhibit the spread of the virus in September 2020, as this was โ€œvery much against whatโ€™s in his political DNA.โ€ However, Cain added that his own research had indicated that the UK publicโ€™s overall desire was for a more cautious approach.

 

Cain added that Johnson would frequently โ€œoscillateโ€ between different Covid policy decisions, delaying the governmentโ€™s ability to effectively respond to the pandemic, which he said he found โ€œrather exhausting from time to time.โ€

 

โ€œWhat would probably be clear in Covid,โ€ Cain said when asked at the hearing if Johnson was the right person to lead the UK through the pandemic, โ€œIt was wrong for this prime ministerโ€™s skill set.โ€

 

Johnsonโ€™s apparent indecisiveness, as revealed in Vallanceโ€™s notes, felt like being โ€œpunched in the stomach,โ€ said Brenda Doherty, spokesperson for Covid-19 Bereaved Families for Justice UK, according to the BBC on Tuesday.

 

โ€œDuring the first and second waves of the pandemic the UK had one of the highest death tolls per person in the world from Covid-19 and itโ€™s clear just how personally responsible for that he was,โ€ Doherty said.

 

Johnson, who announced the inquiry during his prime ministership in May 2021, has not commented publicly on the evidence detailed at the hearings this week, but a spokesperson said the former PM is โ€œcooperating fullyโ€ with the inquiry. Johnson, as well as current Prime Minister Rishi Sunak, are expected to give evidence later this year.

Rate of American babies dying before their first birthdays increases for the first time in 20 years

 

The Biden administration announced another bleak signal for life in the United States this week. The rate accounting for the number of babies to die before their first birthdays jumped 3% in 2022 โ€” the first year-to-year increase since 2002, according to the Centers for Disease Control and Prevention.

 

The CDC indicated that the infant mortality rate was 5.44 in 2021. Last year, the rate was 5.6. The total number of reported infant deaths in 2022 was 20,538, up 610 from the previous year.

 

Referencing infant birth and death certificates collected from all states and the District of Columbia by the National Center for Health Statistics, the CDC concluded there were increases from 2021 to 2022 more or less across the board. Some of the most significant increases were seen among baby boys, whose mortality rate leaped from 5.83 deaths per 1,000 to 6.06; among premature babies, those who had been in the womb for fewer than 37 weeks and 34 weeks; and among infants of women ages 25-29.

 

For babies under a month old, the mortality rate increased 3%, from 3.49 to 3.58. For post-neonatal babies, there was a 4% increase, from 1.95 to 2.02.

 

There were also increases in mortality rates for babies of all races, except for Asians, who saw a decrease from 3.69 to 3.5.

 

Over 30 states saw rises in the number of babies who didn't make it to their first birthdays.

 

The top five causes of death provided, in order, were congenital malformations; short gestation and low birth weight; sudden infant death syndrome; accidents; and maternal complications of pregnancy. Among the causes, there were glaring year-over-year increases in the number of deaths by "maternal complications" and bacterial sepsis, 9% and 14%, respectively.

 

Dr. Eric Eichenwald, a Philadelphia-based neonatologist, told the Associated Press the data was "disturbing," suggesting that experts can presently only speculate as to the cause behind the sharp increase in infant mortality.

 

Sandy Chung, the president of the American Academy of Pediatrics, told CNN, "The infant mortality rate in this country in unacceptable."

Hochul Allocates $75 Million to Combat Hate Crimes in New York

 

New York Gov. Kathy Hochul announced Tuesday $75 million in grants for local police departments and community centers in response to a surge in hate crimes amid the ongoing Israelโ€“Hamas conflict.

 

Ms. Hochul said in a public address on Oct. 31 that she would deploy โ€œall available state resourcesโ€ to prevent the escalation of โ€œhate and bias incidentsโ€ in the city and ensure the safety of New Yorkers.

 

โ€œMy top priority is to protect the safety and well-being of all New Yorkers,โ€ the Democrat politician said.

 

โ€œAs governor, I reaffirm that there is zero tolerance in New York for antisemitism, Islamophobia, or hate of any kind, and itโ€™s critical we deploy every possible state resource to keep New Yorkers safe.โ€

 

The funding includes $50 million for local law enforcement agencies to modernize their operations, enabling them to purchase technology like plate readers, surveillance cameras, dispatch systems, and gunshot detection devices to help them prevent hate crimes more effectively.

 

The remaining $25 million will go toward enhancing security at houses of worship, community centers, and other locations that may be susceptible to hate crimes. Ms. Hochul said this funding will support exterior security improvements and strengthen cybersecurity at the selected sites.

 

Ms. Hochul also appointed Judge Jonathan Lippman to launch a review of anti-Semitism and anti-discrimination policies at the City University of New York (CUNY). This review will provide recommended actions for the CUNYโ€™s board of trustees to ensure Jewish studentsโ€™ safety.

The U.S. Senate voted Tuesday to confirm Iran Nuclear Deal architect Jack Lew for ambassador to Israel with all Democrats voting in Lewโ€™s favor.

 

The vast majority of Senate Republicans voiced their disfavor at the U.S. government making Lew ambassador to Israel in the wake of Iran-backed Hamas terroristsโ€™ attack on Israel, but the opposing Republicans fell short of stopping Lewโ€™s confirmation in the Democrat-controlled Senate, which voted 53-43 to confirm him. Sens. Lindsey Graham (R-SC) and Rand Paul (R-KY) joined Democrats in voting to confirm Lew.

 

Lew, the former Treasury secretary, played a key role in the development of the Iran Nuclear Deal agreed upon in 2015 when Biden was vice president. He was also questioned in 2016 after he played a role in the Obama administrationโ€™s handout of $400 million in cash to Tehran.
