First step: tried extracting image and recreating but the hands don't seem to fit? First picrel. So, need the original, if anyanon has it, asking original creator/poster:

Anon found second picrel (search was for full-body Pepe standing), will continue for now using that.

Steps ahead:

1. Automate: cut image at certain percentage (vertically), put top on bottom, then fade the new top and bottom edges.

2. Take those images, and make a GIF from them.

3. Then add the portal at top and bottom, either to every image or as another "video layer" if anon can find video-creation software similar to e.g. GIMP/Photoshop/etc.
